The article examines current issues of legal regulation of space activities in the Russian Federation. It is argued that existing legislation has created a basic regulatory framework but no longer corresponds to the modern multifunctional nature of the sector. The main problems identified include the framework character of the law, combination of public and commercial functions, subordinate regulation of market access, insufficient rules on infrastructure access, and fragmented regulation of export control, intellectual property, data and cybersecurity. The author proposes legislative solutions: adoption of a Space Activities Strategy and introduction of non-discriminatory access to space infrastructure facilities.
