The article on the materials of the Pryazha national municipal district of the Republic of Karelia addresses the issues of improving the implementation of program methods in managing the development of municipalities. The positive and negative aspects of this process are investigated. Various ways of its improvement are proposed on the basis of: modernization of methodological recommendations, compilation of a more compact information base, more in-depth analysis of the development trends of the district, clarification of the goals and objectives of the program, improvement of the organizational and resource support for its implementation and improvement of the adequacy of the results obtained. In addition, it is recommended to permanently bring the charters of local self-government in accordance with modern challenges, to which current legislation periodically responds by developing and adopting various amendments and additions.
The article presents the author's approach to identifying the main elements of the mechanism for monitoring the implementation of the socio-economic development strategy of a municipality. The most important monitoring elements are identified and their interrelation is described. The focus is on the continuity and cyclical nature of the process, since based on the conclusions and results obtained during monitoring, the author recommends actions to adjust the strategy and, accordingly, change the target indicators of socio-economic development of the territory.
The article deals with the issues related to the main tasks of the Finnish municipalities, concerning the creation of the most comfortable living conditions for their residents. It traces the main administrative (managerial) functions of autonomous municipalities to ensure this comfort, as well as their economic opportunities to ensure a comfortable stay for citizens there. It also analyzes the methods created in Finland for the possible increase of limited municipal resources for the most effective management of the «municipal economy» and the relationship between the state and autonomous municipalities in the economic sphere (especially in crisis conditions).
The article deals with issues related to the peculiarities of the legal status of subjects of non-commercial municipal cooperation in accordance with the provisions of the Municipal Code of 2015, the main tasks of Finnish municipalities related to the creation of the most comfortable living conditions for their residents. It traces the main functions of autonomous municipalities to ensure this comfort as well as their economic opportunities to ensure decent living there for citizens. It also analyzes the methods created in Finland for the possible increase of limited municipal resources for the most effective management of the "municipal economy" and the relationship between the state and autonomous municipalities in the economic sphere (especially in crisis conditions).

The relevance of the chosen research topic is determined by the importance of developing and implementing a marketing strategy of the municipality aimed at creating a favorable image of the territory, ensuring the socio-economic development of the territory and meeting the needs of the population as much as possible. This article examines the theoretical aspects of evaluating the effectiveness of the marketing strategy implementation at a municipal level aimed at increasing the marketing potential of the territory. The purpose of the article is to examine approaches to the study of the marketing strategy of a municipality, the definition of its strategic goals, the specification of tasks, the consideration of various strategy concepts and the interrelationships of marketing elements. Also, the paper discusses various methods of analysis and evaluation of the marketing potential of the municipality, which will reveal its competitive advantages and ensure investment attractiveness. Based on the analysis of existing methods for assessing the marketing potential of a municipality, the need to work out an original approach to its assessment is justified.
