The article deals with the socio-economic phenomenon of poverty, the causes of poverty in the Russian conservation, approaches to poverty measurement and "prosperity." Part of the problem of poverty can be reduced with the help of social policy, but the state minimum social standards can meet only the most urgent needs and does not take into account the subjective dimension of life, to the same statistics indicate that inflation is rising at a faster pace than the indexation of the minimum social guarantees.

Combating poverty and inequality is a major challenge for sustainable development worldwide. Young low-paid workers found themselves in extreme poverty and worse living conditions. The intensification of social policy programs has led to reduction of poverty and better life of the world's population. In Russia, the spread of poverty is the main problem of sustainable socio-economic development. In recent years, the living standards and welfare of the population have significantly decreased in Russia, and the problems of poverty have spread. The trends of falling real money incomes of Russians remain, which has led to a change in the structure of household expenditures. The proportion of the population's expenditure on food has increased, poor citizens prefer to save money, rather than look for additional earnings. The processes that restrain the reduction of the poor share among the working population remain, the growth of pensions and the improvement of the lives of modern pensioners have slowed down. Among the risk group are low-income families with children, poor people, pensioners and certain categories of working population. The current system of social protection of the population in conditions of economic instability proved incapable to cope fully with the impoverishment of the general population and still does not provide adequate protection for the poor. The current situation in the country bears risks of social instability on regional and national scale.

The article analyzes the legal regulation of poverty problems in the Russian Federation. The main normative legal acts regulating the problems of poverty and providing social assistance to low-income citizens are considered, the problematic aspects of the analyzed research subject are highlighted, and legal ways to overcome poverty in the Russian Federation are proposed. Attention is drawn to the fact that the goal of the social state is to achieve a decent life for every citizen, and the state must create conditions for people to earn a decent life by their work. Among the current legal measures to overcome poverty it is proposed to codify legislation in the field of overcoming poverty and achieving a decent life
The article examines the state and dynamics of the level of economic activity of the population of Russia and the Smolensk region, analyzes the causes of unemployment in the region. According to the results of the study, directions for improving the regional labor market for the growth of employment and the level of well-being of the population are proposed.
This scientific work examines the problem of poverty in the Russian Federation, assesses the measures taken to support the population. In addition, the ways of improving the mechanism of the social contract in conjunction with the digital ruble, which are able to solve the problems of poverty in the Russian Federation and reach a low level by 2030, are being considered.
