The article discusses a number of unexplored aspects related to regional characteristics and the competitive position of the problematic regions of Southern Russia. Special attention is paid to the role of targeted programs in the strategic management of socio-economic development of the region that targets the improvement of regional competitiveness.
The article is devoted to the consideration of the concept and essence of cluster policy. In addition, the article is focused on the potential possibilities of this policy, which in turn is a significant and urgent task for solving the social and economic problems of the region.

In the article there made an attempt to integrated substantiation of tendency in development of entrepreneurship, factors influencing on competitiveness of the regions at elaboration of directions of social and economic development of regions of the Republic of Uzbekistan are revealed. There made an analysis of development of economy and services sector in the regions of the Republic, creating necessary conditions for implementation of major priority task – population employment provision, particularly employment of graduates of professional colleges and higher educational institutions in the regions.

When analyzing the phenomenon of individual human capital, one cannot fail to take into account the factor of the quality of life of both the individual and his/her family members, which is especially important in 2024, which has been declared the Year of the Family in the Russian Federation. The aim of the study was to analyze the relationship between solving intrafamily social problems associated with unable to work family members and improving the quality of regional human capital. It is shown that effective regional policies aimed at meeting the social needs of unable to work family members (children and the elderly) affect the ability of the working population to ensure their professional development, which ensures an increase in the quality of regional human capital.
