The article presents an analysis of the implementation of the state program «Pushkin Map». The question is raised about the accessibility of cultural programs, buildings of socio-cultural institutions for people with disabilities and disabilities, as well as the readiness of staff to accept citizens with special needs.
In the context of modern educational and cultural policy, club activities are becoming relevant again. The purpose of the study: to identify the directions, forms and content of the work of youth health-saving clubs. Materials and methods. The experience of educational institutions of the Russian Federation on the organization of club activities of adolescents and young people focused on a healthy lifestyle is summarized. Results. The author's model of the university healthy lifestyle club has been developed. The purpose, objectives, structure, organization and content of the stages of the healthy lifestyle club are defined. Conclusion. The proposed model of the university club of a healthy lifestyle makes it possible to implement a comprehensive program of work to preserve and strengthen the health of students in the educational space of the educational institution.
Functional literacy is a person's ability to enter into relationships with the external environment and adapt and function in it as quickly as possible. In a modern school, the essence of functional literacy is not the knowledge itself, but the four main abilities of the student: to acquire new knowledge; to apply the knowledge gained in practice; to evaluate their knowledge-ignorance; to strive for self-development. The content of functional literacy of students consists of metasubject universal educational actions – cognitive, communicative, regulatory. Functional literacy is considered as a combination of two groups of components: integrative and subject. The subjects (language, literature, mathematics, natural science) correspond to the subjects of the school curriculum. The integrative ones include communicative, reading, informational, and social literacy, which are formed on any subject content.
The game uses tasks of a subject and meta-subject nature. The goal of this game is to develop and improve the skills of all types of functional literacy.

Various constructive variants of temporary supports of power transmission lines using pultruded fiberglass have been developed and patented. These variants are promising for increasing the reliability and durability of power line supports when used in extreme northern climatic conditions. This paper describes the design features of the proposed technical solutions and their advantages over known analogs. The use of pultruded profiles (such as c-channels, angles, plates, and rectangular pipes) offers an opportunity to develop a wide variety of design solutions. The advantages of the proposed structures are the ease of installation and transportation due to the reduction in the weight of fiberglass parts compared to concrete, steel, or wood, as well as a significant increase in the durability of supports.
The article considers the social state as the state in which the provision of social needs of citizens (public activity, healthcare, social protection, etc.) is guaranteed, as well as social support in various ways (monetary payments, material benefits, benefits), free economic space, the participation of many government institutions in the solution of complex social issues, all these principles are enshrined in legislation.
