The importance of this topic study stems from the fact that the problem of effective strategic management development is equally relevant in the context of micro- and macroenvironment. By means of analysis and synthesis, the unity of historical and logical methods and methods of induction and deduction the author analyzes the main components of the population life basic spheres, influencing the mechanism of environment objects management. These components are the embodiment of institutional relations in the process of interaction between different actors in activities. The article describes the main statistical characteristics of these relations, identifies vulnerable components of emergent characteristics and proposes the ways for neutralizing problem areas aiming to develop accurate and effective management strategies at micro- and macro- level.

The relevance of the study stems from the fact that the transition to a new, sixth technological order require the improvement of the production means, basedon development of deep, high-quality human capital and its effective use. Analysis and synthesis, unity of historical and logical methods, induction and deduction revealed the basic phase change of the human potential depending on the impact of the totality of endogenous and exogenous factors, conceptual essence and quintessence of this concept. The novelty of the research is the study of human potential through the prism of the influence of institutional space; in this case, the relationship has subject-object nature and is a complex institutional category. The correlation and the unity of physical and intellectual abilities in the context of its use, the practical value of the human capacity for effectiveness of public life are also studied.

In connection with the distribution in space of the national economy of the Russian crisis, affecting the worsening problems of unemployment, there is a need to regulate these issues for the purpose of leveling the negative impact of this socio-economic process. Through the prism of existing disharmonious disturbances in modern conditions of Russian economy the problem of unemployment and its relationship to economic conditions of the country. Analyzed the basic factors of unemployment. In this regard, measures for mitigation and elimination of unemployment and the consequences it caused.
