The article describes the social significance of the formation and development of the information and legal space in the Russian Federation. In the course of comparative historical analysis, the regularities of the formation of the legal segment of the information space, since the XIX century, are revealed. The assessment of the influence of the historical experience of the development of information carriers on modern legal information resources provided by electronic means of communication is given.

The development of communicative competence is the main aim in teaching of a foreign language. However, in the process of learning a foreign language, there is a problem associated with the «language barrier». The article defines the concept of «language barrier». The role of the «language barrier» and the mechanisms contributing to its occurrence are investigated. Three groups of communication barriers are identified: linguistic; psychological; linguo-psychological. Types of communication barriers are considered. Detailed explanations of the origin of communication barriers are given. The ways of eliminating the «language barrier» among students are presented.

Arguments are given to determine the difference between a legal text conditioned by legal discourse and another text. An analysis of the practical material demonstrates the regularity of the put forward provisions.
