In this article, the author analyzes the changes in the Federal Law dated December 31, 2017 No. 503 “About Amendments to the Federal Law “About Production and Consumption Wastes” and Certain Legislative Acts of the Russian Federation” regulating the functioning of the new solid municipal wastes management system: content of innovations and the mechanism of their application. The positive and negative aspects of the theoretical, legislative and practical aspects of the “garbage” reform are examined. The author justifies the necessity of continuing the implementation of the started modernization; identifies the areas requiring improvement; works out the recommendations to improve the effectiveness of the reform.

The author of the article examined the influence of the competitive educational environment (on V. Yasvina) on the value orientations and correlations between state requests in the framework of the national project of the Russian Federation «Education» using the example of a camp thematic shift.

The article presents an analysis of state funding of education in the Russian Federation. An assessment of the structure and dynamics of education funding at the Federal and regional levels (using the example of the Republic of Karelia) is given. As a result of the research, the author concludes that the main financial burden falls on the regions. The problems of the regional budget do not allow us to fully meet the needs of the education sector.

Given the increasing uncertainty of the external environment and the expansion of the introduction of the concept of sustainable development, a number of tasks arise in the activities of modern enterprises to clarify criteria for assessing their own competitiveness. In this regard, it is necessary to determine what modern grounds can be used to clarify the content of the competitiveness criteria.

The article analyzes the position of the Russian Federation in the international ranking in terms of indicators of healthcare financing and life expectancy of the population. The national project «Healthcare» is considered as a key instrument of state financing of this sphere. As a result of the conducted research, the author concludes that the implementation of the Project is associated with a number of financial, economic, organizational and managerial problems, which so far does not allow the Russian Federation to significantly change the quality of life of the population.
