This article describes the essence and problems of the project «Science and Universities», the history of its creation. By citing indicators of science, it is shown what results are planned to be achieved in the fields of Russian science and education, as well as the position among the countries of the world, which, according to forecasts for the current decade, Russia will occupy in these two areas.

The article analyzes the demographic situation of the Russian Federation. The national project «Demography» is considered as a key tool of state support of this sphere. The purpose of the article is to study the financial mechanisms of the implementation of the national project «Demography». As a result of the conducted research, the author concludes that the implementation of the Project is associated with a number of financial, economic, organizational and managerial problems, which does not yet allow for a significant demographic change in the Russian Federation.

One of the most significant factors affecting the socio-economic development of the state is the level and quality of education, highly qualified personnel increase the efficiency of economic sectors. On the other hand, it is the state that, by developing the education system, forms the poten-tial of human capital. Therefore, the improvement of education financing mechanisms in the Russian Federation plays an important role in its development. In recent years, the project approach has acquired particular importance among public management tools. The purpose of the study is to study the experience of implementing the National Project «Education» (hereinafter referred to as the Project). The analysis of the state financing of the Project as a whole and in the context of federal projects revealed a number of problems in its implementation and identified possible ways to overcome them.
