The article is devoted to the consideration of the current state of the Russian banking system. The author defines the primary reasons for a decline in the ruble and the beginning of the systematic banking crisis. The comprehensive analysis of the oil price changes, the Central Bank policy, the unemployment level and other factors and indicators let forecast the further state of the banking system and the ruble movements.

The article briefly discusses the conditions, criteria, regimes and forms of sanctions measures, which are not related to the use of armed forces, their goals and methods of implementation by the United Nations Security Council in order to ensure international security and order, as well as the authority of the Security Council to apply these measures. In addition, the history of the evolution of sanctions in the system of international relations is traced.
