The concept of «HR» (Human Resources) means the study of an employee of an organization as a person. The activity of any organization is impossible without human resources, so it is necessary to develop them, which is facilitated by HR technologies.
Modern problems require modern solutions. Personnel management is one of the key links in achieving the efficiency of the organization, so the demand for innovative solutions to the problems of personnel management, given the events of recent years, has grown and become the most significant.
The development of the economy, which slowed down in 2020 due to the COVID-19 coronavirus pandemic, showed that it is important in the future to transform the traditional economic structure into a more modern one – intellectual, digital. Today, the whole world supports the idea of digital transformation. So, in 2020, the pace of digital transformation accelerated 10 times, which was largely due to the same pandemic, when companies were forced to rapidly introduce new technologies, platforms and services, and go online to save their business. As part of the transformation of the economic system towards digitalization, entrepreneurial risks are becoming increasingly uncertain: on the one hand, the digitalization of the economy contributes to the development of entrepreneurship and acts as a kind of platform for innovation, but, on the other hand, all economic relations are undergoing global changes.
Every sector has felt the effects of the sanctions and restrictions, and the housing and utilities sector has not changed. The state provides various measures to support this industry, but not all of them are effective. It is advisable to strengthen the digitalization of this area.
The crisis caused by the COVID-19 pandemic has demonstrated how the world community reacts to extraordinary crisis situations. Within the framework of this study, the author conducted a review of anti-crisis measures of socio-economic support in foreign countries adopted after the outbreak of the COVID-19 pandemic. In addition, the Russian anti-crisis measures taken by the country's leadership to minimize the consequences of the crisis, as well as socio-economic changes resulting from the crisis caused by the COVID-19 pandemic were analyzed.
