Social capital is a system of social factors contributing to the socialization of the economy through mechanisms for improving social relations and interactions, compliance with social norms, interpersonal and inter-institutional trust. The key factors of social capital development are: social and civic activity of the population, charitable and volunteer activities, social investment and social subsidies, reduction of social risks and negative factors affecting social security, reducing the number of offenses, corruption and various forms of asocial behavior, social partnership. Based on the analysis of the criteria for the development of social capital in conjunction with the results of implementation, it is possible to evaluate the effectiveness of its influence on the socialization of the territorial economic system.
In the second decade of the 21st century, the growth rates of the Russian economy slowed down significantly. Deteriorating foreign economic conditions, falling incomes of the population and a decrease in domestic demand, an increase in the debt burden of the population, a pandemic – these and other factors distinguish today's Russian economy from the situation observed in the 2000s. Searching for new sources of growth is an acute issue. The author suggests paying attention to institutional factors, in particular, trust as part of social capital. The article analyzes data from the World Values Survey, characterizing different types of trust in Russia since 1989. Generalized trust remained low throughout the period under review, while institutional trust grew in the last wave of research, primarily due to trust in the army.
The paper examines the provision of state grant support for social projects by the Presidential Grants Fund and the provision of social contracts for business development to low-income families with children. The statistics of grant receipts in recent years, as well as the results of the author's sociological research conducted in late 2021 and early 2022 are given. The social project "Your Business" is being considered in detail, aimed at advising and supporting families of applicants for social contracts and those who have already received them: the social significance of the project is considered, its description, goals and objectives, terms of implementation, target groups, project partners, project team, action plan, quantitative and qualitative indicators of implementation are given. The project manager is a public figure, entrepreneur, Candidate of Economic Sciences and member of the Board of the NGO "Union of Women of the Samara region" Makusheva Svetlana Vasilyevna.It is pointed out that the work on holding consultations in order to support citizens to obtain and successfully implement social contracts has been carried out in the Samara region for almost a year – since the spring of 2021. The project also assumes co-financing at the expense of sponsorship and partner funds in the amount of more than 9 percent of the total cost of the grant amount received.

An analysis of the key aspects and features of the social capital development in modern Russian society is of particular importance in the context of new geopolitical challenges and risks. The system for managing the processes of social capital development can in many ways increase the level of unity and solidarity of society in order to solve the most important tasks of socio-economic development. For this purpose, it is proposed to create a model for managing the development of social capital, which includes diagnostics, evaluation and selection of methods for its transformation into a socially significant resource.

Due to the significant increase in the number of combat veterans over the past three years, the introduction of practices which help demobilized people in the process of their return to society is of particular relevance. Aim of the study: to develop measures increasing the effectiveness of combatants’ resocialization. Results: key problems of combatants’ resocialization are highlighted and priority measures to mitigate them are identified, mechanisms of social capital influence on the effectiveness of resocialization of demobilized people are analyzed.
