The article deals with foreign experience of import substitution in the field of industry, presents a comparative analysis of industrial policy in Latin America and Asia in the second half of the twentieth century.

The article is devoted to analysis of the domestic industry ROS-these at the present stage. The paper pro-posed to solve the problems of the national-governmental industry, the use of the mechanism of state-private partnership, which would reduce the burden on the budget, and to share the risks between govern-ment and private business.

The article considers import substitution as a key tool to ensure economic security of the Russian Federation. It analyzes the effectiveness of the implementation of the import substitution strategy in various sectors of the economy, identifies the main problems and obstacles to its successful implementation, and proposes measures to improve the efficiency of the import substitution process.

The article analyzes the influence of industrial policy on solving socio-economic problems. The role of increasing the efficiency of the regional economy is explored. The speed and efficiency of the implementation of a certain stage of the product life cycle depends on the totality of elements that make up the regional authorities and the regional industrial complex. Thus, the structure of the product life cycle includes elements included in the subjects of regional government, and the constituent elements of the industrial complex of the region. Thus, the presence of the maximum required number of elements of the industrial complex at each stage of the product life cycle will contribute to the fact that the implementation period of the product life cycle will be reduced. The competitiveness of an industrial region directly depends on the speed of implementation of the totality of all stages of the product life cycle.
