Teaching the Russian Sign Language (RSL) to officers of the Internal Affairs bodies is a very time-consuming and emotionally costly process. Therefore, the issue of developing an effective methodology for teaching the RSL in educational organizations of the Ministry of Internal Affairs of Russia is relevant. The aim of this article is to describe a methodology of teaching the RSL relying on the problem-based technology both within the framework of teaching the discipline "The Fundamentals of Professional Service Activities" and at retraining and advanced training courses for employees of Internal Affairs bodies. To achieve the described aim a variety of methods were used including analysis of scientific and methodological sources on the topic, methods of description and comparison, classification, as well as methods of field work with deaf and citizens with impaired hearing (recording spontaneous speech, linguistic questioning, interviewing), a corpus method focused on studying the real functioning of the RSL allowing for a quick search and the selection of similar phenomena. Within the course of study, the authors consider classifications of problem situations and provide examples of practical tasks organized using the principles of problem-based learning. The designed tasks contribute to the formation and development of police officers’ professional competences allowing them to perform law enforcement activities and interact with various categories of citizens effectively. The main result of the study is the conclusion that the use of elements of problem-based learning technology makes it possible to bring the educational process closer to situations of real communication as well as optimize the entire process of professional training of cadets and students to interact with citizens with various hearing impairments. The theoretical significance of the research lies in the analytical and logical work on the study of theoretical material on dactylic, tracing and sign speech, in the description of the methodology of problem-based training of students and cadets of educational organizations of the Ministry of Internal Affairs of Russia. The practical significance of the study lies in the possibility of successfully applying the acquired knowledge and skills in direct communication with deaf and people with impaired hearing. The results of the study can be used in the educational process and in retraining and advanced training courses in educational organizations of the Ministry of Internal Affairs of Russia.

The relevance of the research topic is determined by the need of modern society and the state to improve educational activities in the field of training the personnel reserve of law enforcement agencies. Thus, the steady development of science and technology, which has led to the emergence of new forms and types of legal relations, determines the public and state need to review the existing foundations of educational activities in the field of training the personnel reserve of law enforcement agencies. The article analyzes the provisions of domestic and foreign doctrine on controversial issues of training specialists in the field of law enforcement. The current problems of theoretical and applied nature are outlined, as well as ways to neutralize them in the foreseeable future, taking into account the requirements of today. The author of the publication examines the progressive approaches of domestic and foreign researchers to controversial issues of improving the mechanisms of training specialists in the field of law enforcement through the integration of digital technologies into the practice of educational activities, as well as strengthening international cooperation in this area. The aim of this study is to develop a set of measures to improve the mechanisms of educational activities in the field of training specialists for the "law enforcement sector". The analysis carried out in the course of this study allowed the author to formulate reasonable conclusions and results, the integration of which into educational activities will significantly support a steady increase in quantitative and qualitative indicators in the field of education, which will contribute to solving the fundamental tasks of the state in the field of ensuring basic constitutional and legal guarantees in the future. The theoretical significance of the research results lies in the possibility of using them in the course of further doctrinal works on controversial issues of organizing educational activities in the field of training personnel reserves for law enforcement agencies, while the practical significance lies in the possibility of using the results obtained in the course of legislative activity and in the practice of teaching legal disciplines. It should be noted that the given conclusions and research results represent the author's subjective views on the problems posed in the publication and the accumulated practical experience of teaching legal disciplines in educational institutions of higher education.

The relevance of the research topic is determined by many reasons, including the need to saturate the professional labor market with qualified personnel. Currently, the training of such specialists in the context of globalization and the widespread integration of advanced achievements of science and technology into the practice of professional activity is impossible without the use of digital educational tools. The aim of this study is to identify significant problems in the foreseeable future with the following development of a set of measures to resolve them, taking into account the requirements of today. The article analyzes the tenets of domestic and foreign doctrine on controversial issues of the use of digital technologies and modern educational software products in teaching practice. The opinions of domestic and foreign researchers are examined, problems of theoretical and applied nature on the stated topic are identified, as well as ways to resolve them in the foreseeable future, taking into account the social, economic, spiritual and moral foundations prevailing in society and the state. The author of the publication examines the progressive approaches of domestic and foreign researchers to the controversial issues of integrating software products and digital technologies into the teaching practice of various disciplines. The positive and negative sides of learning digitalization are outlined. At the same time, a retrospective analysis of digital technologies integration into educational activities has been made, and the key characteristics of its different stages have been identified. The obtained research results represent a unique material, the use of which in practice will contribute to solving a wide range of state-legal tasks, both in the field of education and in the field of information security of the state. The theoretical and practical significance of the results obtained lies in the possibility of their use in the course of further scientific research on controversial issues of developing and integrating the latest software products into the practical teaching of academic disciplines. The presented conclusions and research results embody the subjective views of the author and the accumulated practical experience of teaching legal disciplines in educational institutions and organizations of higher education.
