The article considers approaches to quality system establishment at enterprises of sanatorium-resort type, international standards and principles necessary for the establishment of quality system. The author discusses the influence of dynamic and formal elements on the functioning of the quality system at enterprises of sanatorium-resort type, appropriateness of "strength model" use. The features of services quality indicators are presented.

The article proposes a model for implementing a quality management mechanism at an enterprise, describes the stages of its development and implementation. The authors outline the theoretical foundations that were taken into account in the process of forming this mechanism: a “quality loop” containing the product or service life cycle, the structure of quality management system and its functions, as well as a list of instruments that contribute to ensuring the functioning of quality management systems.
In article various aspects of ensuring quality and reliability of production are considered, the main directions of the solution of this problem are revealed. It is shown that the most important problem of ensuring adequate functioning of the quality management system (QMS) is formation of the trained and professional collective. Results of researches on the analysis of staffing of QMS are given. Experience of Almaz-Antey Concern in training of experts of QMS, to creation of conditions for professional development in a workplace, support of professional and administrative growth, to creation of a personnel pool is considered. The program of professional retraining "The expert in quality management" is considered.
