Abstract the Article is devoted to the issues of the functioning of the market of housing and communal services and the development of a competitive environment in the housing sector, as in the Krasnodar region and in the whole country. The author examines ways of improving the quality of housing and communal services to enhance competition in the industry.

The article is devoted substantial changes the accounting for interest on debt spending, as amended by the Federal Law № 420-FZ, in article 269 of the Tax Code of the Russian Federation.
