The Article is devoted to consideration of the possibilities and methodological principles of social and man-agerial process modeling intensification of innovative activity of the modern Russian industrial enterprises. Work performed in the framework of R & d temprana Project No. 383: "the Workers of industrial and scien-tific-technical sphere in the conditions of single-industry towns (for example, sociological analysis Togliat-ti)".

The article considers the problem of formation of citizenship of young people. Modern social system is un-stable, because it is unstable, changeable attitude toward eternal values, and such values as ideals and faith, be among the last. In these conditions of particular importance is the process of formation among young people of the values and principles necessary for the free development of society.

The author examines the socio-economic conditions for the effective development of labor youth employ-ment that allows for a comprehensive approach to solving the problem of providing human resources in the region. Presents all sectors of the economy of the Samara region, where the author examines the issue of timely response to changes in the quality and quantity of labour resources.

In article various approaches to understanding of essence and main composed social responsibility of business in the different countries are considered, including in Russia and participation of business in edu-cational policy is analysed; a role of charity foundations and grants which in modern society gain the in-creasing value as an element of adjustment of intersector social partnership in the sphere of support scien-tifically – educational and socially – the cultural sphere.

In the article the author considers the economization of modern youth, as the establishment of an independ-ent mature person. Presents a comparative analysis of two sociological researches: a review of intergenera-tional relationships through financial assistance of parents that affect socialization, continuity and values of the younger generation.

The Culture of the creation innovation provides not only constant creation and introduction new, but she includes the mechanisms, allowing adapt the individual to changes to different sphere of the lifes.

Modern market conditions demand studying of opportunities of functioning of higher education institutions and development of certain criteria of the results of training of personnel potential necessary for a present situation in labor market. Conditions of the competition allow to define prospects of development of the studied higher education institution in the context of the market, and competitiveness of higher education institution defines its opportunities from the point of view of production of educational services and the content of educational services. Both of these qualities are connected with the entrant, and with university graduates. Social and economic components are the main indicators influencing formation of personnel potential and its demand in labor market.
