The work presents the history of the megaregulator’s creation in the financial market of Russian Federation: its development and further regulation within the framework of the Bank of Russia. The interim results of the improvement of the financial market, as well as the main direc-tions, mechanisms and indicators of its development for the period up to 2030 are considered.
The article is devoted to the issue of relevance and necessity of developing a development strategy for an agricultural enterprise in order to ensure further growth of its competitiveness. The importance of long-term planning for the development of enterprises is shown, taking into account the specific features of agricultural production in the condi-tions of a modern unstable economy. The strategies for the development of agricultural enterprises and their essence are considered, the implementation of which will ensure the achievement of competitive advantages in the market.
The paper examines the problems of the formation of the commercial population and entrepreneur-ship in the cities of the Akmola region in the late XIX – early XX centuries. Based on a comparative analysis, the author came to the conclusion that the convenient geographical location of the cities, the trade policy of the authorities contributed to the growth of trade and the emergence of entrepreneurship in the cities of the Akmola region in the late XIX – early XX centuries. Founded as military fortresses Omsk, Petropavlovsk, Akmolinsk, they later turned into trading posts and business centers. The study of archival documents in the state archives of Almaty, Kokshetau, Astana and Petropavlovsk revealed new historical data about the first entrepreneurs. The role of entrepreneurship in the economic development of fortress cities, the transition from barter to stationary trade, is undeniable. The increase in trade turnover in cities, the construction of new buildings, all this is due to the activities of residents and authorities of the cities of Akmola region in the late XIX – early XX centuries.

The article considers dialogue as a form of speech, it is shown that many researchers prefer dialogue as the primary form of speech, considering this form of speech to be «alive». The types of dialogue, its functions and characteristics that are easily reproduced in media texts are named, they include textual information transmitted through social networks and messengers using feedback, memes, various forms of graphics, interactive elements, etc. In addition, the understanding of strategies that are effective in building dialogical communication has been updated. The strategy is understood as a super task dictated by the practical goals of the speaker, as a way of organizing speech behavior in accordance with the intention of the communicant.
The material examines modern approaches to ensuring the effectiveness of regional strategies for coastal regions based on the use of sectoral economic policy. The influence of economic policy in the fisheries complex on regional strategy and the effectiveness of state policy to ensure sustainability is considered. The main attention is paid to the areas of economic policy that directly affect sustainable regional development, with additional consideration of technical progress, changes in the environment and management methods. Clusters are considered as the main institution ensuring the relationship between economic policy and strategy.
