The article is devoted to the legal and organizational features of personnel assessment in public authorities. The paper considers personnel technologies that are used to evaluate personnel. The author of the article presents certification as one of the effective forms of assessment.
The article is devoted to the study of the legal regulation of the judicial system in the Black Sea and Caucasian linear Cossack troops in the first half of the XIX century. With the help of historical-legal and comparative-legal methods of scientific cognition, the normative material fixing the legal status of Cossack courts and judicial practice is analyzed in the work. The author comes to the conclusion that the imperfection of the judicial system in the class group under study was explained both by the presence of legal gaps in the special legislation regulating Cossack justice and by the general shortcomings of pre-reform justice.
The article describes the social significance of the formation and development of the information and legal space in the Russian Federation. In the course of comparative historical analysis, the regularities of the formation of the legal segment of the information space, since the XIX century, are revealed. The assessment of the influence of the historical experience of the development of information carriers on modern legal information resources provided by electronic means of communication is given.
The subject of analysis in this article is the position and role of social– humanitarian disciplines in a technical university. The authors pay attention to the fact that these disciplines play an important role in the scientist global-view and in the formation of general cultural competences. It is emphasized that the most important competencies are: to work in a team, to bear conscious and legal responsibility, readiness for self– development.
This paper attempts to analyze the impact of culture on the formation of legisla-tion. The author concludes that culture influences the content of normative legal acts of different levels: from international to local acts of the employer. At the in-ternational level, the cultural achievements of the world community are being taken into account, which has a direct impact on the recognition and consolida-tion of certain rights, at the level of the regions of the countries, the concretization of legal regulation taking into account cultural, national, ethnic and other values. National regulation takes place taking into account the level of cultural develop-ment of the individual State and is specified at the level of subjects, territories and at the local level of the individual employer.
