The article reveals the problems of small towns of Russia. The author analyzes the socio-economic potential of the town of Plavsk, Tula region, ranging from geopolitical potential, to the financial category. The development prospects of Plavsk as an important condition for improving the quality of the town’s population life are identified.

The paper deals with the features of the interaction of educational and economic spheres. The existing theoretical principles of Western and Russian scientists of its interrelation in a post-industrial society are studied. The basic educational and economic problems are considered on the basis of the conducted online survey The author offers solutions of economic problems by reforming the education system.

The paper presents a comparative analysis of financial activities of some banks in 2015 in reliance on the Central Bank of the Russian Federation standards H1, H2 and H3, return on assets, return on equity and the dynamics of the key indicators of banks' activities. The authors show that the considered financial institutions have a number of common characteristics; however, they differ in profitability and reliability. In conclusion, the authors try to identify the most reliable bank.

The article shows the importance of marketing and its tools in Russian Federation insurance sphere. Well-known marketing insurance combination is presented. Due to the advertising Russian insurers work has been analyzed. The opportunity of state-private partnership application within the insurance system is revealed.

This article presents scenarios of socio-economic development of Tula region up to 2030, the mission and the tasks of these scenarios. The most important landmarks in Tula region and its competitive position in the long- and short-term prospect are revealed.
