The relevance is determined by the need to organize an improved educational process through the use of modern information means for cadets' training in the context of developing their ability to think strategically and predict the enemy's actions. For this purpose, it seems reasonable to develop scientifically substantiated methodology for the formation of operational-tactical competence of military cadets through the use of informatization elements. The purpose of the article is to consider the main aspects of formation of professional operational-tactical competence of future officers as a component of their readiness for professional activity, as well as the development of ways to improve tactical skills in the process of studying special tactical disciplines on the basis of the modern information technologies use. In order to achieve the set goal on the research topic, the method of studying and analyzing scientific and pedagogical literature was used, which made it possible to assess the importance and significance of professional operational-tactical competences for cadets of a military university. The empirical method was implemented in the article, which is represented by a survey of the head of the training department of the Syzran branch of the Air Force Academy named after Professor N.E. Zhukovsky and Y.A. Gagarin in order to analyze training curricula and assess the information and methodological support in the study of tactical disciplines. The main result of the study was the development of a conceptual content-functional model of formation of operational-tactical competences among future officers, containing the components of didactic complex in its structure, the implementation of which will contribute to the development of professional competences of military cadets. The authors prove the importance of simulation modeling in the process of studying the disciplines "General Tactics" and "Tactics of Army Aviation", the use of which is aimed at activating the knowledge potential obtained during training. Theoretical significance of the study is due to the contribution to the development of scientific ideas about the methodology of cadets’ operational-tactical competences formation. Practical application of the results of the work is associated with the possibility of implementing the proposed model in the system of training future officers. Prospects for further research are associated with the approbation of the methodological foundations of simulation modeling technology in the learning process in the context of the formation of professional operational-tactical competence of future officers.
The article considers issues of professional competency of state and municipal employees. The paper discusses the approaches to the interpretation of the concepts «professional competency» and «competence». Professional competency is considered as an integrative characteristic of a specialist in the field of public and municipal administration. The content of professional competence of state and municipal employees is determined using the special components. The article emphasizes that the introduction of a competent approach in the state and municipal service requires the formation of a new culture of state and municipal administration, which involves the development and introduction of new methodological principles of culture for the implementation of basic management functions.

The issues of forming the screen culture of students - preservice teachers - are becoming increasingly relevant at the present time, since future teachers must be ready to use new methods and tools in their work. In addition, they must be able to effectively search, analyze and use information that a person mainly receives through the organs of vision. Very important is the aspect that future teachers must be aware of the responsibility for the content that they create and with which they organize the work of students on screens, as well as for how it can affect students. The purpose of the study is to define the components that make up the structure of the screen culture of students - preservice teachers, and to determine the degree of significance of these components. The research is based on the following approaches that form its methodological basis: cultural, communicative, competency-based ones. Research methods include analysis, generalization, synthesis, questioning, the method of expert assessments, and the method of factor analysis. In their work, the authors found out that the structure of the screen culture of student teachers includes axiological, personal, motivational, normative, operational activity-oriented, aesthetic and ethical components. The most significant are the motivational and normative components, which can be combined into a group of institutional factors. The next important group is the group of utilitarian factors, which include the axiological and operational components. The remaining components (personal, aesthetic, ethical) are also included in the structure of screen culture, but do not have much “weight”. The theoretical significance of the study lies in identifying the structural and content characteristics of the screen culture of students in the pedagogical area of training, and in determining the significance of each component in the overall structure of screen culture, which allows us to use the acquired knowledge in further research related to the expansion and formation of the theoretical apparatus of the phenomenon under consideration. The possibility of using the results obtained in the formation of screen culture by developing appropriate pedagogical models and methods that take into account the structural and content characteristics of screen culture accounts for the practical significance of our research.

Technology intensive enterprises (TIEs) are experiencing a new stage of transformation of their activities influenced by the industrial revolution 5.0. Human centricity, the demand for digital, entrepreneurial and research competences (RC) in the labor market are the key ideas of the “Industry 5.0” concept that determined the current challenges for TIEs. The Russian Federation focuses on achieving technological leadership. It determines the technology intensive enterprises’ strategic objectives; their solutions call for specialists who should consider scientific research as the basis for their professional and personal development in the professional field. University graduates will replenish the intellectual potential of TIEs in the Russian economy leading sectors. In this regard, a future specialist’s participation in research activities conducted at the university is of particular importance. All of the above determines the relevance of the problem of a future specialist’s research competence development for TIEs under Industry 5.0. At the same time, the RC essence as a pedagogical phenomenon still remains insufficiently studied. Hence, it determines the research aim – to reveal the essence of a future specialist’s research competence for technology intensive enterprises under Industry 5.0. on the basis of the conducted theoretical analysis. The leading methodological approaches are competence-activity, person-centered and polysubjective approaches. The competence-activity approach specifies RC content concept as personal qualities to attain graduates’ professional potential in activities connected with TIEs’ problem solving. The person-centered approach associates RC with future specialists’ personal characteristics as prerequisites for their professional activity in the TIEs. The polysubject approach considers the influence of the modern TIEs’ characteristics on the RC content. The following theoretical results were obtained: TIEs’ characteristics influencing the research competence of a future specialist were identified; the pedagogical essence of research competence was revealed and the content of research competence concept was specified; the five-component structure of research competence was proposed. The practical significance of the article lies in the study of JSC “Russian Railways” as a technology intensive enterprise according to the highlighted characteristics that allow us to specify the content of structural components of research competence of a future specialist.
