The author examines the etymology of the concepts "educational needs", "special educational needs", "children with special educational needs." Emphasis is placed on systematizing categorical apparatus of the concept of "children with special educational needs" and clarifying its essence.

The article introduces the current state of the practice of inclusive education. Positive and undesirable prac-tices are considered. We studied the results of the education of children with disabilities. Reported: inclu-sive education is effective only for the part of the children with disabilities. The article highlights the problem of verbal communicative behavior and communication skills development among younger schoolchildren with speech pathology. The results of these children examination are reported. Specific errors that schoolchildren make during verbal interaction with adults and peers are indicated. The author determines the degree of communication skills development in children with speech pathology. It is noted that in the process of speech therapy work it is necessary to use the activities with which children will master the ability to take into account the intentions and interests of their interlocutor in the process of communication.
