The paper deals with the evidences of ambiguity of communication between market structure (distribution of market shares – competences of its subjects) and quantitative estimates of unevenness of these distributions at application of methods of competences concentration index assessment (market shares) of their subjects. The most known subjects are decile and quintile coefficients, Lorenz-Jeanie's method (Jeanie's index) and Herfindahl-Hirschman index: absolutely different distributions of competences can be character-ized by the same value of index.

The paper is devoted to one of the actual forms of education in modern technical гniversity – essay: the peculiarities of the essay as a qualifying written work on University course «Philosophy» are described in the paper by referring to the history of the essay as a genre (Michel de Montaigne, «Experience»). Awareness of specific genre features of essay allows students to perform this type of work better, replacing it by neither composition, nor the abstract of the study. Special attention is paid to the problems of «theming» and «purity of form» of an essay.

The paper focuses on the process of formation of the general cultural competences among pedagogical high school students. The discipline “Foreign language” is a mean of formation of the general cultural competences, according to the author, along with other humanitarian disciplines. The paper deals with modern educational methods and technologies, which help foreign language teachers to form the general cultural competences of students at Volgograd State Social Pedagogical University.

The paper describes competence-based model of formation of educational outcomes during the development of Federal State Educational Standards of secondary vocational education in preparing midcareer professionals. The proposed model has been successfully tested in Vyatka College of Culture in 2011-2015 at the full course of study of Federal State Educational Standards of secondary vocational education for the major “Art and culture”.
