The article presents an analysis of the condition of digital economy development in Russia, identifies the main risks arising due to digital transformation. The possible consequences of the occurrence of risk events are described. The authors analyze and summarize studies of the digital economy risks, highlight the key risks that should be taken into account when justifying the need to implement and develop measures to manage them in the context of the program “Digital Economy of the Russian Federation”.

The article is devoted to historical study and comparative analysis of existing in domestic and foreign practice methods of organizing the work and functioning of municipal government in the conditions of changing society formations and the development of information and digital technologies. The relevance of the study is due to the need for rapid response of local governments to changes in the life of society, because there is a direct relationship between citizens and the state. The author offers new terms, possible for legislative formalization in view of the development of information and communication infrastructure of municipal authorities on the basis of the national program Passport "Digital economy of the Russian Federation". The author also studied the terminology of the modern municipal service institute in foreign countries, the main methods of introduction of electronic technologies in public administration in English-speaking countries. The author worked out recommendations for the domestic lawmakers and law enforcement analysts, contributing to the effectiveness of local government in the conditions of electronic technologies development and their implementation in the management mechanism. In addition, the author assesses the need for the reception of the foreign digital law in the domestic law.
For a long time in the scientific, popular science and educational literature, the Japanese model of management was considered the benchmark of effective management. The authors of these works suggested actively introducing elements of this model into the practice of Russian companies. «Quality circles», «just-in-time system», «lean production», «gemba-method», «life-long employment and advancement systems» became the basis for understanding successful business in numerous academic disciplines and management training in the Russian Federation. However, the events of the last decades make us consider and evaluate Japanese management in a different way. Firstly, in Japan itself, an active transformation of the existing model began to occur. It increasingly began to be built on the Western model, above all, of American companies. Although originally in the 1970-1980s. scientists assumed the opposite process: the Japanese model should have triumphed over the American approach to management. Secondly, the Japanese business and the Japanese economy as a whole began to give up their positions in front of the Chinese threat. The classic success factors of any business (capital, technology, personnel and demand) turned out to be more significant in the global competitive struggle than the sociocultural factors that the Japanese model initially relied on. Third, the Fourth Industrial Revolution put forward fundamentally new requirements for enterprise management, which do not fit into either the American, or Japanese, or Western European management models, whose origins are associated with the second half of the 20th century. Thus, in the conditions of implementation in the Russian Federation of the digital economy, it is necessary to revise the basic provisions on the Japanese model of management, which are presented in educational literature. The purpose of the article is a comprehensive analysis of the Japanese model of management and the selection of its sides, the study of which can help Russian managers to create a more effective business model in a digital economy. When writing the article, the author used the analysis of modern literature on the problems of the Japanese model of management.

In this article, the author analyzes the changes in the Federal Law dated December 31, 2017 No. 503 “About Amendments to the Federal Law “About Production and Consumption Wastes” and Certain Legislative Acts of the Russian Federation” regulating the functioning of the new solid municipal wastes management system: content of innovations and the mechanism of their application. The positive and negative aspects of the theoretical, legislative and practical aspects of the “garbage” reform are examined. The author justifies the necessity of continuing the implementation of the started modernization; identifies the areas requiring improvement; works out the recommendations to improve the effectiveness of the reform.
