The space of any school is an exclusive educational environment made by the teaching staff for such purposes as global students’ development, improvement of the quality of education in different subjects and creating personalities. Exclusive educational environment of the school number 174 of the Central District of St. Petersburg was being created by the teaching staff of the school for many years and was completely formed after the overhaul in 2011. Now it allows carrying out the educational process in unique environment.

This article discusses a number of problems of higher education, which have a negative impact on the quality of institutions of higher education services. These reasons are grouped in the classification proposed by the author, and are used in both institutional "trap". The author believes that the institutional approach in the study of problems of education is able to give the most complete picture of the situation. The proposed set of measures may have a practical application in higher education institutions in order to maintain their level of competitiveness and improving the quality and prestige of the educational services provided.

The analysis of approaches to the definition of "Pedagogical Design" concept in domestic and foreign studies in the field of ergonomics and e-learning is made in this article. Educational resources used in electronic and traditional education are analyzed. The authors suggest the integration levels of pedagogical design objects at different stages of new information technologies designing from the viewpoints of ergonomics and pedagogical psychology.
