In article need of reforming of system of the higher education which has to be aimed at education of competitive graduates who can independently coordinate the professional activity is designated. The author specifies that it is impossible without formation of research competence of students during their training in higher education institution. One of the main objectives of the higher school at today's stage of its development is not simply to present to students ready knowledge and decisions, and formation at students of higher education institution of research competence which will create at them ability independently to get information, to be able to process it and to look for non-standard decisions. In this regard actual is a problem of the organization of research work of students.

The report addresses the problem of creating conditions to achieve new results, which previously did not have preschool -oriented. One of these conditions is a creative learning environment. With the implementa-tion of this condition in pre-school education are laid deep personal (as opposed to situational) creative changes and the basics of self-development.
