Developed skills of foreign language communication are an integral part of the professional competence of modern specialists. Steady motivation for adult learners to learn a foreign language is formed with requirements of employers, on the one hand, and opportunities for career growth and financial stability, on the other. Large amount of theoretical studies alongside with insufficient practical development of the andragogical model of language training determines the relevance of the research undertaken. The purpose of the article is to describe one of the possible scenarios for the design of language courses for adult learners, taking into account the requirements of the andragogical training model. The paper describes the andragogical principles of training, that include: using professional experience of learners; individualizing training process; learners’ independence; practical orientation of adult learning process; learner-centered approach. The article presents a step-by-step description of the process of organizing and implementing language courses for adult learners, including requirements for training staff competencies. It is proved that training should be conducted in distance or mixed formats using information and communication technologies. The authors offer applying interactive teaching method as one of the most productive technique in adult learners’ language training / retraining. The example described is the interactive technique “Business game” used in distance learning with the usage of information and communication technologies. This method allows solving two important tasks of adult target audience training: to develop communication skills in a foreign language and to ensure the practical orientation of the learning process. The step-by-step course of the technology application is presented, the role of an adult educator at each stage is determined. The authors of the article come to the conclusion that other technologies of the interactive method can also be effectively used within the andragogical training model. Studies of this kind contribute to the development of new educational approaches aimed at adult learners’ language training/retraining. In addition, they make it possible to practically comprehend the possibility of applying the stated theoretical propositions.

The urgency of the research is based on the fact that today teenagers start to study according to the new standards of teaching. A teenage period has some features of cognition, communication, personal activity coordination, awareness of oneself as a person and determination of one's place in the world. Everything should be considered while planning the development of universal educational actions (UEA) for teenagers. The results of the current researches in the quality of education (all-Russia control tests, regional tests) show that teenagers demonstrate quite high subject results and medium (or even low) inter-subject results of learning. Such universal educational actions as a competence of working with information, comprehensive reading, an ability to work according to the instruction and to organize business cooperation, self-control and correction are developed insufficiently. It means that educational organizations should pay more attention to the issues UEA development. Some technologies of the media education can be used to develop these skills of UEA in teenagers, considering their psychological characteristics. The research is based on the study of information on the issues of using media-education, all-country control tests and regional and school checking results analysis of the UEA skills development. The article analyses the approaches to the concept of «media education» in Russian and foreign literature, identifies the possibilities of these technologies in the development of teenagers’ UEA, describes the technologies of media education used in the classroom and after-school activities, examines the results of the research conducted on basic and regional innovative grounds of Kirov Regional Institute of Education Development, which demonstrate how the use of media education technologies influences the development of teenagers’ UEA. Based on this analysis, the article presents the opportunities of use the media education technologies in the classroom and after-school activities, their influence on the development of teenagers’ inter-subject actions, which can be useful in the working out of educational organizations programs for the development of teenagers’ UEA, as well as in improving the professional skills of teaching staff.

An important condition of specialists training is the providing participants of educational process and heads of any educational institution with timely information for making decision concerning the choice of pedagogical technologies strategy. The relevance of this study is associated with the demand for information about the knowledge, skills and abilities of first-year students in any disciplines, including the discipline "Chemistry" to assess their level without taking into account the results of USE. Objective knowledge assessment is carried out by the monitoring at the level of secondary vocational education (SVE). The entrance control is used as a part of educational process monitoring. Comparative analysis of the training level in the first-year groups made it possible to determine compliance with the requirements of the Federal state educational standard for General education in Chemistry. The aim of the work is to identify drawbacks in school education, which are common for schools in the Novosibirsk region and other regions, for their subsequent elimination. It was used the codifier of the content elements of the entrance control test in general chemistry of the basic level for the 9th grade of the general education school. The results of the analysis make it possible to identify topics that the students did not fully understand, as well as the absence of differences between the level of knowledge of students from different regions. The conclusion is made that the knowledge level of Chemistry is insufficient. It is necessary to increase the number of hours in the work programs for the repetition of the secondary general school basic course and these students must attend additional chemistry classes. The theoretical significance of the article is connected with the justification of the hours number adjustment in the work programs, which are devoted to the repetition and generalization of the basic school program material in chemistry. It is recommended to build optimal trajectory of students' training, which also includes distance testing technologies. The results of monitoring on the disciplines of the subject field "Natural Sciences" can be useful for heads of secondary schools and educational authorities at the municipal and regional levels for making administrative decisions.

The relevance of the presented material is related to the difficulty of determining the main method for practical research at the first stages of the post-graduate work. The beginning of any scientific research offers some difficulty for a specialist with any level of pedagogical experience. Thus, the main purpose of the article is to present some recommendations for carrying out experimental-research work. The recommendations are based both on the experience of honored foreign and native scientists, and on the experience of the author’s own research. The main research goal is to work out a scientifically grounded and proven method for developing the necessary competencies of future engineers. The leading method of this article was the method of analyzing our own pedagogical experience, which made it possible to formulate the basic principles for the organization of experimental research work. Within the framework of our research, with the help of experimental research work, the methods for the development of foreign language communicative competence of students (FLCC) were tested. This competence is formed thanks to the course "Foreign Language" both at school and at University. The research was conducted from 2014 and took more than three years. However, the study is interesting not only for foreign languages teachers at Universities, since it provides universal and practical recommendations for the researchers in any field of science. In particular, firstly, the article provides recommendations on conducting primary diagnostics of students and its interpretation. Secondly, it points to the specifics for setting goals, tasks, and hypothesis of experimental-research work. Thirdly, it actualizes the need for a correct grading the course of the experimental-research work. Particular attention is paid to the rules for the formation of control and experimental groups. The practical importance of the article is determined by the analysis of typical mistakes that a post graduate student can make while carrying out experimental research work.

The relevance of the study is due to the fact that global transformations in the Russian education management system, which began over 20 years ago, are still continuing today. Contradictions between the search for ways of domestic system of education management improvement and disregard of the historical experience of its development; the mismatch between state policy in the sphere of Russian education and educational needs of society have not yet been resolved. The complexity, scale of the education management system makes it insufficient to study its development in terms of traditional approaches. This research aims to present a holistic view of the development of education management system in the Astrakhan region in the late XX – early XXI centuries from the viewpoint of institutional approach in regional context to identify features of education management system and regularities of its development. The purpose of this article is to present a new vision of resolving contradictions in Russian education management system. The concepts of «education management system», «development of education management system» were defined more precisely during the study. In the context of the study the education management system is considered as a system with a particular configuration of relationships, which is constructed depending on the specific subjective goal and is reflected in its structure. The education management system is characterized by the continuous interaction of management, organization and self-organization, which leads to the ordering of the parts, elements, relations of the system in space and time under the influence of internal (self-organization) and external factors (organizational and managerial) to achieve a common goal. The development of education management system is governed by a complex, dynamic, goal-oriented process that represents a transition from one state to another through the interaction of organizational, managerial and self-organizing-disorganizing sides of the system. The article may be interesting to management professionals, who are engaged in the formation of education management structures and the activities that transform prevailing organizational forms. The conclusions and provisions contained in the work supplement and expand knowledge and ideas about the development and functioning of the research object.

The priority of creative abilities, critical thinking development, activization and popularization of creative activities involvement, is currently one of the main long-term objectives of Russian education. Among the topical problems of this kind is the pedagogical support of the creative activity of college students. The author suggests using arts and crafts as an available and effective means of forming a creative personality. The purpose of this article is to describe and summarize the experience of organizing arts and crafts classes for students. When developing the model of pedagogical support, we used such theoretical approaches to work as: systematic – ensuring the integrity, hierarchy and logic of constructing the pedagogical model; personal – aimed at creating a pedagogical process that ensures the disclosure of the creative potential of the individual; archival research method – aimed at comparative analysis of mass and innovative pedagogical experience generalization; creative – contributing to the development of aesthetic perception of the world, productive activities and critical thinking. As diagnostic methods of research when working with the students of control and experimental groups, we used: testing, questioning, research conversation, pedagogical observation, interviewing. The article presents the results of positive dynamics in the formation of creative activity of college students, based on the study of a number of criteria: cognitive, motivational, activity, creative and emotional. Nevertheless, the problem of college students’ creative activity formation by means of arts and crafts in modern pedagogy has not been studied well enough. The theoretical significance of the article is in clarifying such concepts as creative activity, the phenomenon of arts and crafts and pedagogical support.

Life values allow to establish the value and significance of the performed work for a person and, consequently, provide both a professional orientation and the quality of professional duties performing.

This article researches the difference between the legislative institutions of marriage agreement in the Russian Federation and in the United States of America (using Idaho family law as an example). At the beginning of the study, the historical difference of this kind of relations settlement application between future and present spouses seemed obvious. This results in different amounts of the studied institution application in these two compared legislative systems. As a result of historical method applying, as well as generalization method and empirical method of comparison, it was possible to detect not only a number of differences, but also certain distinct common features between the marriage agreements of the observed national legislative systems.
