The article analyzes the current state of the master's degree program education. The master's degree program is positioned today as “supra-professional” education, but its role remains uncertain. On the one hand, the master's degree program allows students to focus on the development of scientific research, on the other hand, it serves as a continuation of professional education, focused on the practical activities of graduates. The legal background of the master's degree program education is vague and permanently changing. This creates difficulties for master's degree program development strategy in each higher education institution. The purpose of this article is to show the problems of the pedagogical design of the master's education at the university and the ways to solve them. The author analyzes the conceptual apparatus of pedagogical design, this object is considered as a continuous process, divided into stages. The target object is the perfect project of master's degree program. The systemic and subject-activity oriented approaches are the methodological basis of the research. The results of the article were the conclusions that the master's degree program as an object of pedagogical design can be a scientifically oriented structure that trains highly qualified specialists. A variant of such a design may be the creation of a kind of “end-to-end” master's degree program, in which all the resources necessary for the purposeful preparation of masters as representatives of “supra-professional” specialization are concentrated. Pedagogical design of master's degree program education in each specific university is based on an analysis of the external and internal environment. The external environment is determined by the region as a specific socio-cultural and economic space. The internal environment is determined by the quality of the subject potential of students and academic staff of the university. The theoretical significance of the study consists in the possibility of using the designated aspects of pedagogical design in the creation of the proper educational environment for master’s degree program implementation. The practical significance lies in the focus of the pedagogical design on increasing the effectiveness of master's education.

The article explores the techniques and methods of stimulating cognitive interest in learning a foreign language. The urgency of this problem is due to the challenges of modern education. In recent decades, each member of society is required to speak a foreign language in order to enter the open information space, ensure communication, facilitate socialization. The purpose of the study: to determine effective methods of stimulating cognitive interest to learn a foreign language. The decline of interest in learning foreign languages is explained by the fact that the learning process almost does not use such a factor as the practical use of acquired knowledge. This problem can be solved by introducing modern educational technologies and non-traditional forms of education analyzed in this work. The leading methods for investigating the problem are: analysis of the scientific and methodological literature for studying, comparing and summarizing different points of view on the research topic; synthesis and systematization of advanced pedagogical experience on this topic; conversation (with teachers, students); questionnaire survey; observation. The main methods of stimulating the cognitive process in teaching foreign languages at school are: communicative method; project method; interactive teaching methods (brainstorming, business and role-playing games, debates, the use of case technologies, a round table, games); cooperation technology; use of information and communication and Internet technologies. As a result of the study, we found out that a lesson-trip, a lesson-tour, a lesson-quiz, a video-lesson, a method of projects, a technology of cooperation, Internet technologies are effective. In addition, in order to stimulate cognitive interest in the school subject and the specific studied material, it is appropriate to use a variety of games, videos, presentations with colorful slides, flashcards – teaching tools that create interactivity, classroom communication, causing emotions, attracting attention. The theoretical significance of this work lies in the disclosure of the essence of methods for increasing cognitive interest to the lessons of a foreign language, as well as in determining the significance of the problem under consideration. Practical significance is manifested in the possibility to use the main results of the work in the classroom at school.

The relevance of this work is determined by the need to implement one of the basic principles of pedagogy – the connection between theory and practice. This principle is consistent with the federal law "About Education in the Russian Federation", the current provisions of the FSES, which give schools the opportunity to build an educational process on the basis of individual learning plans. It is very important for high school students. The authors’ aim is to update education on the basis of individual learning plans in modern conditions, to develop recommendations for the introduction of this innovation, and filling in an electronic educational journal. Theoretical and methodological analysis, planning are the basis of the study. The results of the work consist in the fact that the authors offered recommendations on the introduction of individual learning plans into the educational process of the school; step-by-step instructions for filling in e-journals in terms of education based on individual learning plans; the main criteria for assessing the effectiveness of the implementation of education based on individual learning plans. In addition, the authors draw attention to the need to take into account the psychological condition of high school students in the changing conditions of the educational process. A number of theoretical statements published on the topic of organizing the educational process on the basis of individualization have been revised and adapted for heads and teachers of secondary schools. The authors reveal the content of activities of participants in educational relations at the preparatory, organizational, main and analytical stages of introducing and implementing the educational process on the basis of individual learning plans. The practical significance of the article lies in the fact that recommendations for the introduction of individual learning plans for students of high school, instructions for filling in electronic journals may be used in practice.

The problem of the educational process technological transformation in preschool age began to manifest itself recently, after the paradigm changes in education caused by rapid changes in society. Therefore, the technological approach in the educational process is still perceived by the scientific and pedagogical community ambiguously and has not received proper methodological and diagnostic support. The article deals with the problem of technologies use for the formation of value orientations of preschool children, as the basis of education solutions to the most complex educational tasks. To solve this problem, the authors chose the technology of problem dialogue, which brings the process of values formation to the personal and semantic level. The aim of the work is to develop and study the productivity of problem dialogues educational technology in preschool age for the formation of value orientations of preschool children. The principles of goal-setting, semantic motivation and personality-oriented, activity-based approaches are chosen as a conceptual basis of the study. The theoretical reference point is the humanistic orientation and interpretation of knowledge as an experience. The article gives a brief analysis of foreign and domestic research on the problem, clarifies the concept of" problem dialogue", the definition of this concept in education. The authors have worked out the conditions for the use of problem dialogue for the formation of value orientations of preschoolers, as well as plans, summaries of classes; they offer a fascinating, motivating version of the blogger-dialogue. The advantages of blogger dialogue to create an environment for the formation of value orientations, active involvement of the family in the process of education are shown. The article presents the results of a replication study of value orientations of preschool children in Slavyansk-on-Kuban, Krasnodar region, concludes on the importance of gender and place of residence for the formation of value orientations. The experiment on the formation of value orientations of preschoolers, using the technology of problem dialogue and its modifications blogger-dialogue, resulted in the perceptions of the technology universality, productivity, age-specificity and the efficiency of use to create a developing environment. Studies of the problem dialogue technology have shown the development of motivational and semantic sphere of the child. The worked out dialogues are intended for preschool children and may be included in the didactic system of education.

Modern research convincingly shows that the resources and services of the Internet can have a negative impact on the physical, mental and spiritual condition of children and adolescents. One of the answers to these threats from the state and society is the development and implementation of regional programs to organize productive, creative activities of the younger generation in Russia on the Internet, contributing to the formation of their media culture. The successful formation of the media culture in schoolchildren today involves systematic work, which includes organizational, pedagogical, technological and economic measures. At the same time, the question of modern teachers’ readiness to solve a complex set of problems in this area successfully remains open. The purpose of this article is to analyze the level of teachers’ readiness in the Bryansk region to the formation of media culture in schoolchildren. The research of teachers’ readiness in the Bryansk region to perform their professional activity on formation of media culture in children and teenagers was carried out within the framework of "Youth media resources" project, which was carried out in the territory of the Bryansk region. During the period of the project implementation in 2017-18, the experience of 127 teachers from 54 educational organizations was studied. The study involved primary school teachers, as well as teachers of various subjects of natural Sciences and Humanities. Besides their different specialties, the study identified three groups of teachers according their place of work: teachers working in schools of Bryansk city, district centers and rural settlements. Specially worked out questionnaires allowed the authors to obtain a number of characteristics that reflected various aspects of the problem concerning formation of media culture in schoolchildren within the framework of professional activities of teachers. The results of the study confirm that the effectiveness of media culture formation process is determined to a decisive extent by the level of appropriate professional competence of teachers. The readiness of teachers to form a media culture among schoolchildren is characterized by a number of specific features associated with the specialty, experience and place of work. A significant part of teachers experiences serious difficulties in solving problems related to the formation of media culture in schoolchildren. These difficulties are largely due to the lack of adequate scientific, methodological and organizational support at the municipal, regional level and in individual educational organizations. The article may be interesting to specialists engaged in research of information and communication technologies use for the education and socialization of children. The results will be useful for education authorities at the Federal, regional and municipal levels, as well as educational organizations engaged in training and professional development of teachers.

In the conditions of the higher education system transition to the three-tier model of education, the problem of “strengthening” the practical training of students for future professional activity acquires extraordinary importance. Moreover, the federal educational standard of higher education directs us to use special approaches to constructing content and using methods of teaching academic disciplines. One of the leading educational technologies today is a technology built on the use of a system-activity oriented approach to learning, which indicates the relevance of this study. The purpose of the article is the development and scientific substantiation of theoretical and practical methods of using the system-activity oriented approach to learning (for example, studying the discipline "Basics of Mathematical Information Processing"). The article shows the possible scheme of mastering the method of action in practice (scheme of experience accumulation) on the example of studying the topic “Statistical processing of research results”, outlines the stages and content of the training session, identifies the corresponding educational tasks and activities that allow us to form professional competences of future teachers. We used the following methods during the study: theoretical (methods of theoretical analysis and synthesis, generalization, abstraction, systematization, modeling method), experimental (observation). As a result of the study, we highlighted the stages and content of classes, identified the corresponding learning tasks and activities, which allow us to form competences of future teachers. The theoretical and practical significance of the research presented in the article consists of developing and substantiating a training session in a pedagogical university using the technology of a system-activity oriented approach to learning. This research will be interesting to students, postgraduate students, teachers, and researchers interested in topical issues of using a system-activity oriented approach to learning both at school and University.

The purpose of our study was to carry out corrective work aimed at developing constructive skills in children of senior preschool age with a delay in their mental development, and to determine the effectiveness of this corrective work. We identified the following phases of corrective and pedagogical work with children (according to O. P. Gavrilushkina), taking into account the results of the analysis of scientific and methodological literature. The phase "Learning the adequate choice of parts to create a building", the purpose of which is to teach children how to make the right choice of parts in color, shape, size based on a sample of construction and on the teacher’s verbal instruction. The phase "Learning how to connect parts", the purpose is to teach children to connect parts together, taking into account the features of the constructor game. The phase "Learning the spatial arrangement of parts", the purpose is to teach children to place the details of the constructor game in space, achieving similarity of construction with a real object. In accordance with each phase of work, we selected tasks that were offered to preschoolers in the course of experimental studies. We obtained the following data. Thanks to the organized and carried out corrective work, positive changes have occurred in the development of constructive skills of preschool children with mental retardation. Preschoolers (100%) scored more points on all diagnostic methods at the control stage of the study as compared with the ascertaining stage. At the same time, 67% of children showed positive inter-level dynamics: four children had increased their levels. In 30% of cases, the positive dynamics is intra-level.

The bourgeois parties, the most influential of which were Octobrists and Cadets, represented liberal camp in the revolution of 1905-1907. The political consolidation of the Russian bourgeoisie proceeded at a slower pace for a number of known reasons, and the establishment of its party organizations, the Union of October 17 and the Party of People’s Freedom, occurred only during the revolution of 1905-1907. The Octobrists were the right flank of the Russian liberal camp, and the Cadets were its left flank. The fear of revolution was common to both parties, which constantly forced them to seek protection from tsarism.

The spread of poverty, the decline in the standard of living and the well-being of the population is the main problem of sustainable socio-economic development of Russian regions. Trends towards decreasing real incomes, average size of pensions and social benefits to families with children still persist in Russia. The risk group includes low-income families with children, families with disabled children, poor people, and pensioners. The current situation in the country brings with it risks of social instability at the regional and municipal levels. The sustainable development of territories should provide the achievement of social development goals, ensuring the growth of the well-being of the population.

The article reveals the influence of the Cheka on the establishment of a punitive policy in the early years of the Soviet regime. The author analyzes legal acts regulating this sphere of public relations, archival documents, and scientific works dealing with the same subject. It is noted that the influence of the Cheka went beyond the tasks entrusted to this body, which was largely due to their importance in terms of preserving and strengthening Soviet statehood, as well as F. Dzerzhinsky’s authority. In general, the general vector of the Cheka influence is characterized as rigidly repressive, with a predominance of goal setting over the content of the working methods.

The article is devoted to historical research and comparative analysis of existing approaches to the definition of the “municipal service” concept, represented in legislation and legal science, identifying its fundamental features, studying the semantic-syntactic meaning of the concept being studied. The paper reveals the debatable aspect of the correctness of the term “permanent basis” use as a fundamental feature of the “municipal service” concept. The author concludes that the reason for the varying interpretation of this concept, both in objective and subjective terms, is the interaction of these two sides of a single phenomenon, beyond which the will, that has become a law, cannot exist and be implemented in practice. The author also outlines the ways of further research in connection with the existence of the theoretical legal category “public service”.

The article is devoted to the study of the "weight" attribute, which acts as the main property for any metallic substance. It was found that in the process of metaphor, the perceptual attribute “weight” of the metals source-region often serves as a basis for understanding other areas of material reality. The relevance of this work lies in the fact that the attribute “weight” of the metals source-region is the basis of a cognitive metaphor, as well as in determining how this perceptual attribute is conceptualized by native Russian speakers. The main method of analysis was the cognitive-definition method, which includes the identification and description of the cognitive attributes of language materials, as well as the comparative method and the method of linguistic observation. As a result of the research, it was revealed that we can observe the following phenomenon with the help of the analysis of language materials: the qualification of a subject as light or heavy in metaphorical expressions relies on human perception, but not on any objective indicators.

The article deals with the actual issue of the active introduction of Anglicisms into the system of the modern Russian language. This process is now gaining incredible proportions, which provokes serious fears among Russian linguists. According to some of them, such a pace of any language change due to the influence of a foreign language may threaten its distinctive development and, ultimately, cause significant damage to the national culture as a whole. The author describes the meaning of foreign borrowing in general and Anglicisms in particular as a factor in the development of the Russian language lexical system. The paper discusses modern approaches to the definition of “Anglicism”, the classification of English borrowings and some ways of adapting foreign words, analyzes the causes and consequences of the active introduction of Anglicisms into the Russian language at the present stage, makes an evaluation of the influence of borrowing British lexemes on the development of Russian.

This article examines the results of lexical analysis and exhibits features of digital medical discourse when communicating online in personal journals posted on the LiveJournal blogging platform. During the study, it was determined that the specificity of medical nickname lies in their possible association on a thematic basis. It has been established that the medical nickname is a significant attribute of the linguistic personality speech portrait and possess a differentiating, definitive and implicit educational functions. It is determined that blogosphere users possess extensive knowledge of medical terminology and professional slang, but the high terminological text density does not promote to the author's self-presentation in the blogosphere. Analysis of the environment, where communication is natural and spontaneous, allowed us to find out that the euphemization, which demonstrates the author’s linguistic tolerance, is one of the most prominent features of medical online communication.

The article is devoted to the problem of conventionality in the communicative situation "adult-child".
