Development of educational systems always was one of the directions of strategy of the Russian Federation. The educational system can be defined through the educational environment and a human resource. On the one hand, the contingent of teachers, students and other personnel (a human resource) is a major factor of efficiency of an educational system. At the same time it is even possible to predict statistically as far as the efficiency of education at improvement of quality of human resources will increase. On the other hand, with the Decree of the President of the Russian Federation of May 7, 2018 No. 204 the national purposes and strategic problems of breakthrough scientific and technical and social and economic development of the Russian Federation until 2024 are defined. Achievement of results demands effective interaction of all human resources by means of implementation of national projects and programs. In such foreshortening consideration of technologies of formation of project teams in educational systems acquires special relevance. Respectively, the purpose of article is the description of technology of formation of project teams in educational systems. As the leading approach at the same time system and activity approach acts. Approach provides the organization of complete process of management of educational systems in which all types of activity of human resources (educational, educational and professional, research, nonlearning, sociocultural and others) are coordinated on achievement of the put results. As a result of the conducted research authors of article distinguish technology of formation of project teams in educational systems including steps of organizational management, entrances and exits of management processes, methods and instruments of work with project team. The theoretical importance of article is caused by a contribution to development of scientific ideas of management human resources in educational systems. Practical use of results of a research allows to build effective work on formations of project teams in educational systems.

In the context of the post-non-classical general scientific paradigm, the modern world seems to be non-linear, dynamic and unpredictable. A graduate of the school should look for a fulcrum within his/her inner self and to introduce at least some certainty into the global uncertainty of the world. In this regard, a mathematics teacher should develop those skills of a student that make a significant contribution to the formation of conceptual thinking. The analysis made it possible to identify the pattern: the student's ability to produce geometric constructions and proof in a generalized way in a teaching / learning situation has a positive effect on his comprehension of geometric concepts. The process of developing in a student the ability to produce geometric constructions and proof in a generalized way is greatly facilitated by the use of the dynamic system GeoGebra resource, which may be identified with the electronic learning environment (ELE). The purpose of the research is the development of the theoretical foundations for the methodological support of the process of grasping geometric concepts by students of grades 8–9 secondary school in electronic learning environment. A didactic condition for the formation of geometric concepts was a specially organized learning activity with the use of the dynamic GeoGebra system and a special tasks system within the “Constructive Geometry on the Euclidean Plane” circle for 8–9th grade students. The results of statistical data analysis confirmed the hypothesis about the significant impact of the level of mathematical training (significance level 0.003), the level of ELE influence in combination with the tested method (significance level 0.001), duration of training with the use of the tested method (significance level 0.01). Methodological support of the process of grasping geometric concepts by means of the ELE resource has a more intensive positive effect on the dynamics of grasping concepts by schoolchildren than without this support. At the same time, the success of the experiment depends on the duration of training with the use of the tested method.

The article is devoted to the use of blended learning format in the course of English language methodology for future English language teachers. The actual character of the research topic is explained by digitalization of modern education on the whole, and precisely the pre-service teacher training system, where the Information and Communication Technology competence of teachers has been focused on recently. Moreover, the combination of traditional lectures and seminars with distance learning online enables to use time for students’ self-studies more effectively thanks to considering an individual tempo and strategy of tasks completion, quick feedback and learning more about international pedagogical experience. The aim of the research is to choose and describe results of implementing concrete ways of blended learning format application to the course of English language teaching in the pedagogical university. The research was conducted with future teachers of English who were studying the course of English methodology during the semester at the pedagogical university. Judging by the generalization of advanced pedagogical experience, observation, survey, tests, using statistical methods of results analysis, we singled out the following actual ways of implementing blended learning, such as students’ taking part in some modules of the international English language teaching online course, participation in webinars, creating online tests for schoolchildren and their work in the specially designed university course in Moodle. The theoretical importance of the article is in proving the necessity to combine such ways of students’ self-studies online with traditional lectures and seminars in the classroom using the example of English language teaching course for future teachers. The practical importance of the research is realized in the possibilities to apply the above mentioned ways of blended instruction to other different educational contexts in the system of professional education.

The relevance of the study is due to the need for further research on the toponymy of Yakutia, related issues of the origin and semantic meaning of geographical names. The purpose of the study is to highlight the linguistic aspects of the problem of individual Yakut toponyms origin. To achieve this goal, the following tasks are solved: to study the language strata, which were the basis for the emergence of toponyms in Yakutia; to characterize the origin of individual Yakut microtoponyms, oeconyms; to present the ways of the methodical work of the Russian language teacher for the implementation of research work on the study of the native land toponyms. The article provides information about the origin of individual toponyms in the republic. The objective and subjective reasons for their origin are described. The authors of the article note that knowing such language groups as Samoyed, Yukaghir, Manchu-Tungus, Turkic, Mongolian, Russian will contribute to the successful learning of regional toponymy of Yakutia, as well as knowledge of modern living languages and the history of their development. The article, in the form of illustrations to the origin of a toponym, cites not only the works in the field of linguistics and history, but also folk tales and literary texts. Research materials may be interesting to teachers of Russian, university academic staff, regional ethnographers, and historians. This is due to the fact that, according to the authors, toponymy is a science that allows us to learn the history of the region, its geographical features, ethnography, folklore, folk traditions and customs. Therefore, it is advisable to include some toponymic questions in the educational environment, thereby expanding not only children's knowledge of language, history, geography, etc., but also infusing children with love for their homeland, cultivating an interest in scientific research.

The Federal Law “About Education in the Russian Federation”, regulating social relations in the field of education, establishes the principles and directions of additional education for schoolchildren. Additional education should ensure the adaptation of children to life in modern society, predetermine their choice of profession. The breakthrough of science, we witness in the 21st century, requires fundamentally new skills from society, the skills to master the emerging technologies efficiently, to understand their working principle. The present generation of schoolchildren should be ready for life in a society with needs for technical progress, possess the necessary level of technical culture. The key components of technical culture are technical knowledge and technical competence. Achieving a high level of technical culture of schoolchildren requires a holistic approach to the process of its development. The models for building up students' key competences provided by the school’s educational program do not adequately shape the technical culture of schoolchildren. Students are surrounded by a wide variety of technical devices in everyday life, but not all of them understand how to use them, and some of them do not know the principle of their work. The discipline of robotics that has appeared in the educational environment allows students to learn more about the principles of operation of such devices, and sometimes to construct these devices themselves, which develops the technical competence of schoolchildren and helps acquire technical knowledge. The possibility of developing the technical culture of schoolchildren with the help of educational robotics and the need to work out educational methods in this area determine the relevance of the study. The article describes the criteria for evaluating indicators and the levels of technical culture, acquired interdisciplinary knowledge of students as a part of the work of additional educational programs in robotics, the results of the implementation and testing of the educational methodology. The materials of the article will help to supplement the existing methods of teaching robotics, and help stimulate teachers to project work with students. It may be considered as educational material in the development of additional devices for robotic sets.

The relevance of the study is due to the need to ensure the quality of vocational education. The quality of network educational programs implementation as innovative forms of the educational process in higher education system is of particular importance. The analysis of articles and experience in assessing the quality of the implementation of network educational programs shows that this issue is considered quite systematically. The characteristics and features of the quality assessment of network educational programs implementation are presented, criteria and indicators are proposed, methods and diagnostic tools are justified. However, due to the need for universities to develop and implement basic vocational educational programs based on updated federal state educational standards for higher education, the methodology and procedures for assessing the quality of networked educational programs implementation in higher education need to be improved. The purpose of the article is to identify the features of the quality assessment of network-based educational programs implementation in higher education in the context of federal state educational standards requirements for higher education. To solve the problems of the research, the following methods were used: analysis of legal documents, pedagogical modeling and design; study of the universities’ experience of the local acts development concerning the implementation of network educational programs; study of the conclusions of expert groups containing information on the results of assessing the quality of network educational programs implementation. It was found that the features of assessing the quality of network educational programs implementation in higher education depend on the specifics of the network form, which provides the opportunity for students to master the educational program using the resources of several organizations, as well as the model of network educational programs chosen by the educational organization. The results of the research may be used for the development of local acts by universities, regulating the implementation of network educational programs; they can help universities determine the ways of improving interaction with organizations which resources may be used to increase the quality of vocational education.

The relevance of the research topic in the article is due to ongoing changes in Russia at the political, economic and socio-cultural levels, which have necessitated changes in the higher education system. An objective contradiction arose between the growing need of a modern person for the ability to perform productive linguistic and cultural activities in the context of rapid updating of information and the undeveloped theoretical and methodological foundations of linguistic culture formation in the process of students’ self-education in teaching a foreign language. The purpose of the research: the development of the linguistic culture formation concept in the process of students’ self-education in teaching a foreign language and its implementation at the university. The article was prepared with the use of the following methods: theoretical review and analysis of domestic and foreign literature on the research problem, pedagogical observation and generalization of Russian universities experience. According to the results of the research, it was found that the use of the concept, developed in the course of the research, contributed to solving the most important scientific and methodological problems of effective training for linguistic and cultural activities and continuous self-education of students in foreign language teaching at Russian universities. The theoretical significance of the study lies in the development of a holistic concept, which reveals the essence, goals and objectives, the substantive characteristics of the linguistic culture formation model in the process of self-education of students in teaching a foreign language. The practical significance of the research lies in the development of a method of linguistic culture forming in the process of students’ self-education in teaching a foreign language at the university. As a result, it is concluded that the use of the data, obtained in the course of the research, will allow us to further adapt the method of forming linguistic culture in the process of students’ self-education in teaching a foreign language at other types of educational institutions: secondary and additional professional education.

Education and development of schoolchildren is closely connected with reading, so improving the text reading efficiency is one of the problems intensively studied by various scientists in the field of didactics, psychology and linguistics. Reading involves extracting information from the text, which requires decoding phonetic relationships between letters and sounds, as well as understanding the meaning. The result of reading depends on the parameters of the reader and the text he/she reads. The aim of the work: 1) using the information-cybernetic approach, to create a simulation model of the reader’s (pupil’s) activity, taking into account the psychological patterns of perception, remembering and forgetting information, that would allow us to investigate the main regularities of reading texts; 2) to study the behavior of this model under different characteristics of the reader and the text; to explain the results obtained. The system-cybernetic approach is applied, as well as methods of qualitative, mathematical and computer modeling. In the proposed simulation model, human memory is modeled by three matrixes in which syllables, words and sentences are «remembered». Numbers from the intervals [0; 1] are matrix elements, which are equal to the probabilities of correct reproduction of these components of the text. Syllable recognition is modeled as a random process with a probability 0.05 – 1. When the pupil has read all the syllables correctly, he understands the word being read, and the corresponding element of the matrix is assigned 1. After reading the sentence, the pupil tries to understand its meaning; the result depends on the degree of understanding and memorization of the words that make up this sentence. The model takes into account: 1) the multilevel structure of the reader's memory; 2) the probabilistic nature of reading syllables, understanding words and sentences; 3) the exponential law of forgetting uncomprehended information (syllables); 4) the logistic law of forgetting comprehended information (words, sentences); 5) the effect of feedback on the repeated reading of words and sentences in case of their incomprehension; 6) reducing the speed of forgetting information during re-reading. As a result of the pupil’s reading simulation, we obtain the graphs of the level of the entire text and separate sentences comprehension dependence on time; it is shown that the time of reading the text depends seriously on the «reader’s» characteristics and the text parameters. The situations when the reader (pupil) poorly reads syllables, slowly understands and quickly forgets the read text are also considered here. The computer program used is written in the Free Pascal environment and consists of nested loops that correspond to the reading of syllables, words and sentences. The novelty lies in the fact that an imitational model of the reader was created, with the help of which the dependence of the student’s knowledge on time, the student’s working time with text on reading speed, the degree of understanding of various sentences on their ordinal number with different text parameters was studied.

In the context of the FSES implementation, teachers must feel that they are active subjects of their own activities, create a favorable climate in the classroom, influence in a positive way on children's self-appraisal and self-attitude, stimulate their desire for success in learning and contribute to their personal development. The problem of health, mental health of the teacher becomes particularly relevant under these conditions. The purpose of this study is to examine the level of subjective control of primary school teachers in general education institutions in five areas: taking responsibility for their lives, accepting themselves, the ability to live in the present, the meaningfulness of individual being, and accepting other people. The article analyzes the factors of primary school teachers development at the present stage of pedagogical science development in domestic and foreign scientific literature. The epistolary composition method with further processing by means of content analysis was chosen as the leading method of experimental work on the study of the level of subjective control of primary school teachers. To obtain objective data, the study also used observation of teachers’ activity and behavior when attending classes, as well as the method of studying the level of subjective control. The results of the study showed that primary school teachers of the Lyceum No. 10 can feel that they are active subjects of their activities and they are able to establish relationships with students on the principles of respect, trust, understanding, to maintain a good psychological climate in the classroom, to influence on their self- appraisal and self-analysis of their actions, to create a "situation of success." However, many of them (28%) have a low level of subjective control. These data resulted in the adjustment of measures for supporting the professional development of teachers. The article may be interesting to methodologists who are in charge of the professional development of teachers, and the heads of educational institutions.

The article deals with the problem of the development of social and everyday skills in in junior schoolchildren with impaired vision. The results of the examination of children using four diagnostic tasks are presented. It is noted that these schoolchildren are not familiar enough with the rules and methods for solving typical everyday tasks. This is complicated by visual deprivation, low ability to rely on intact analyzers, which leads to a decrease in activity, autonomy, and it does not allow them to achieve the desired quality of the activities performed.

The article deals with issues of gender aspect of youth leadership in academic groups. There are principal propositions of the youth gender leadership concept in the article. It is concluded that the gender characteristics of youth leaders in academic groups are updated in the context of joint activities. The conditions for the actualization of youth leadership are the following: age of youth leaders; experience of social learning in “social oases”; type of leadership; a set of personal and situational qualities determined by the gender characteristics of the leaders; leadership style; leadership composition. The authors proposed a typology of gender youth leadership, which is based on the gender characteristics of leaders, their age characteristics, as well as the social situation of leadership functioning.

The relevance of the article is due to important changes that occur in the child's life because of a change in his social status. A child’s readiness for schooling equally depends on the child’s physiological, social and mental development. These are not different types of readiness for school, this is a holistic education, reflecting the individual level of the child development at the beginning of learning at school. Psychological readiness is formed in a game. A game has a huge impact on the development of the personality side of the child’s mind; the sphere of motives and needs changes: an important motive arises and it is realized in the game – the desire to become an adult, to become a student, to follow the student's rules of behavior, to have his rights and duties. If the child has not mastered enough different kinds of games, he will not be able to study well and without stress. There are major changes in the psyche of the child in the game, the main forms of relations with other people are formed, and preparations are made for a new, more complex activity – learning.

The article is devoted to identifying the relationship of parenting style, attitude towards parents and behavior standards in older adolescence. The author tested a hypothesis about the indirect influence of parenting style on the behavior standards of adolescents. As a result, it was found that the influence of parenting style on the behavior standards of adolescents is mediated by the nature of their attitude towards parents. Adolescents would show a high level of behavior standards and responsibility only if they perceive their parents as people who are not excluded from the life of children, who are interested in their affairs, without dogmatic prescriptions and increased control.

The article reveals the features of the initial period in the process of formation of theoretical views on the institution of criminal punishment in Russia. It is noted that the origins of Russian legal thought on this matter should be referred to the related reasoning of Peter I in his interpretations of legal acts texts. The study of this problem was gradually becoming more active since the second half of the XVIII century, it was reflected in the "Mandate" of Catherine II, the works of S. E. Desnitsky, A. N. Radishchev and other thinkers who were more philosophical than legal in nature and bore the imprint of European culture. The full-fledged scientific works of Russian jurists appeared at the beginning of the nineteenth century (I. E. Neuman, O. G. Goreglyad, L. A. Tsvetaev, and others), where the research subject on various aspects of criminal punishment was expanded. In general, the ideas developed at that time are still relevant and form the basis of modern concepts about criminal punishment in the sphere of legal relations.

The article deals with the problems of growing transboundary, as well as the use of the Internet in connection with legal relations in the field of intellectual property. The author focuses on key national and international legal acts in this area, and points out the practical difficulties of applying certain legal and technical mechanisms for the protection of intellectual rights. An analysis of several current proposals aimed at strengthening the protection of the rights holders status is made, and a new proposal is put forward within the framework of the international legal protection of relevant subjective rights.

Soviet historical science traditionally payed much attention to the issues of the working-class movement. After the victory of the socialist revolution, domestic science adhered to a position that the working class was the only revolutionary class of the 20th century, its interests were priority over the interests of other classes of society, and the CPSU was its advanced vanguard. Nevertheless, being in these apparently favorable conditions, the regional labor movement often remained beyond the research of historians. This was not an accident: Soviet historians could not view the labor movement of the early twentieth century separately from the revolutionary movement, i.e. apart from other political parties operating in Russia during that chronological period. It was precisely this that made undesirable studying the regional labor movement for ideological and political reasons. Then it was difficult to imagine, to admit the very idea that not the Bolsheviks, but other parties could not only have a significant influence, but also lead local workers. The Mensheviks and Social Revolutionaries were the leading revolutionary force in Don, Kuban and Stavropol regions during this chronological period. This article is devoted to the analysis of the historians’ works, in which the object of research gradually expanded.

The article deals with the problem of a low standard of living and well-being of pensioners in Russia. There is a trend of population aging in modern Russia in recent years, an increase in life expectancy, share of pensioners in the population structure, and a decline in the standard of living and the material well-being of pensioners. Many of them talk about worsening of their financial situation in recent years. At the same time, their future prospects are no less deplorable. This is due to a number of circumstances: incomes are falling sharply with retirement, and the cost of municipal services, medical services and medicines, which are vital for pensioners, is rising. Financial situation is a problem that can compete with health in its significance. Older people are alarmed by their financial situation, inflation, the high cost of medical care and municipal services. In modern socio-economic conditions, the question of the need for a substantial increase in the size of pensions, their timely indexation and increase of professional longevity has become more urgent.

The article deals with the peculiarities of rural employment in the Republic of Sakha (Yakutia) as a global issue of the right to work and protection from unemployment, written in the Constitution of the Russian Federation. Actualization of the possibility of various labor activity with decent pay and working conditions serves as a strategic reference point of the government policy and the most important factor of social and economic development. A significant part of the Republic population lives in areas of poor transport accessibility due to insufficient development and the lack of employment areas diversity. They are engaged mainly in traditional forms of natural resources use, which have recently experienced significant difficulties with the life-supporting function of the industry. Consequently, it is necessary to update the measures of the government social policy to promote employment, taking into account the importance of supporting the population with special needs for the realization of their labor rights.
