One of the main tasks of improving the process of teaching "Engineering and computer graphics" in a technical University is to strengthen the emphasis on the training of future professionals who will be able to solve professionally-oriented tasks. The relevance of the presented research is determined by the possibility of improving the efficiency of learning "Engineering and computer graphics" for the purpose of professional competences development with the use of active training method – business game. "Engineering and computer graphics" is a subject of practice-oriented nature and involves the formation of engineering and graphic competences (design skills, modeling and constructing various devices). That is why, the purpose of the study is development and implementation of gaming platforms in the educational process, aimed at improving the level of professional competences development. The leading approach to the study of the problem is the activity-competence approach. Methodology of the study includes examination of methodological and technical sources, analysis of active training methods by foreign and domestic authors. In the experimental part of our study, we introduced the technology of active learning into the educational process – the business game "Chief designer", in which situations close to the work of an engineer in the design office are simulated: development of design documentation. The article analyzes the concept of the business game specifics as one of the active learning methods. The author considers principles of simulation modeling, providing a full development of the student's personality. The article also shows that learning in the game is one of the main conditions for the development of professional activity. The experience of business games development and implementation is presented: the scenario and the course of the game. One of the most important factors in improving the efficiency of students’ professional competencies formation is the use of automated design systems, complementing the traditional means of making a drawing. The advantage of a business game in comparison with other organizational forms of training is in integration of theoretical knowledge and practical skills into a single process. So, the business game "Design Office" provides the unity of content and procedural aspects of training, mental and practical activities of future specialists.

The relevance of the material presented in the article defines the culture of the independent personal work as one of the products and conditions for the optimal development of the individual and society, guarantees the successful design and detailing of multidimensional (poly-system) models of optimizing the quality of the of independent personal work culture in the model of additional professional education as one of the stages of continuous education. The problem of optimizing the quality of individual development in the constructs of independent work culture can be determined in adaptive, game, suggestive, acme-pedagogical and scientific pedagogical forms of setting and solving problems of personality development. Specificity of modeling and solving problems of personality development in the structure of continuous education is interesting in the process of focusing attention on a comprehensive understanding of the importance of solving the problems “I want, I can, I must, I am”, which determine the possibility of the problem optimizing and preserving the values and constructs of humanism, health, productivity, competitiveness, through taking into account the normal distribution of abilities and health of students. In this perspective, the goal of the work is to systematize and refine the scientific and pedagogical foundations of independent personal work culture in the model of additional education. The methodological base of the research is determined by personified, adaptive & acme-pedagogical, functional-labor approaches. The work highlights pedagogical conditions for optimizing the quality of independent personal work culture in the model of additional education that are determined through the systemic use of scientific knowledge about the basics of personality development and the functioning of continuous education in the hierarchy of performed tasks and optimized ways of solving traditional resources and mechanisms of self-organization and self-preservation of noosphere thinking and innovative updating of anthropological resources. The ability to clarify and detail the ways of updating the resources and products of pedagogical activity in the structure of additional education is improved in quality by taking into account the level and model of independent personal work culture formation. The work may be useful for young teachers and educators, who define adaptive, gaming, suggestive, acme-pedagogical and scientific pedagogical forms of setting and solving problems of personal development as values of modern education product in the constructs of pedagogical activity.

The relevance of the presented study is conditioned by the need to improve the level of professional competence among students in the pedagogical college. In the modern educational system, the role of information technology is growing, so the importance of this article is in the fact that information technology support of the educational process in pedagogical college influences positively on the quality of education. The article is devoted to the results of experimental work aimed at the formation of students’ professional competence in the pedagogical college by means of information technology support of the educational process. Accordingly, the purpose of the article is to describe the experimental work on the formation of professional competence among students of the pedagogical college by means of information technology support of the educational process (on the example of studying a foreign language). The study used an experimental method with a system of the following general scientific principles: objectivity, comprehensiveness of the study, an integrated approach to the study. Relying on the available scientific principles, experimental work was carried out to test the effectiveness of information technology provision of teaching students a foreign language in the pedagogical college in conditions of combination with traditional teaching. In the course of the experimental work, the revealed pedagogical ways of increasing information technology provision efficiency of teaching students a foreign language were tested: optimization of the structure and content, introduction of the didactic information support complex. For this purpose, a pedagogical model was developed for the formation of professional competence among pedagogical college students by means of information technology support of the educational process. Thus, the article reveals the material reflecting the course of the experimental verification of the pedagogical model for the professional competence formation and proves that information technology support of the educational process contributes to improving the level of students' preparation not only in special disciplines but also in the field of studying a foreign language.

The urgency of researching the quality and possibilities of independent work culture formation among technical college students in the structure of modern education is determined by the conditions of a productive search for the optimal model of socialization and self-realization of a student. The specifics of independent work culture formation is detailed through the implementation of independent work culture formation technology. The basis of this technology construction and refinement is the product of searching for the acme-verified results of development and self-development of pedagogical activity as a guarantor and a mechanism for self-preservation and self-organization of the of productive solutions quality in micro-, meso- and macro-scales of search. The purpose of the study is to determine the possibility of modeling and using the technology of forming independent work culture for a student of a technical college in the systemic choice of models and constructs of professional pedagogy that guarantees the improvement of the quality of personal development tasks solution in the structure of professional education and professional-labor relations. In the structure of independent students’ work culture formation analysis, the following aspects are identified: components of independent work culture formation for a technical college student - personal, professional, social; criteria of independent work culture formation for a technical college student - productivity, flexibility, creativity; indicators of independent work culture formation for a technical college student - quality of the competences formation for a technical college student, the specialist’s being in demand and competitiveness, the rating evaluation of the specialist’s training level. The variants of work with the trainees according to the technology of independent work culture formation for technical college students are identified: 1) adaptive; 2) average statistical; 3) acme-pedagogical. Adaptability in solving problems of independent work culture formation is determined by a collective choice, where each member of the collective through creativity and cooperation produces socially and professionally demanded objects of leading activity. The success of solving cooperation and self-expression problems in the model of adaptive reproduction depends on those students who are going their way and choose the other two options for technical college students in forming independent work culture. The average statistical variant of determination and solving the problems of independent work culture formation for technical college students is determined by qualitative forms of solving the problems of successfully detailed search directions, all students independently identify and solve problems of productive search and solving problems of joint activity and cooperation. The acme-pedagogical variant of determination and solving the problems of independent work culture formation for technical college students is the implementation of the most effective choice of solutions that determine in their achievements and novelties constructive and competitive ways and constructs of the set conditions and mechanisms for optimizing the tasks of development and self-organization.

At present, there is a rather large number of strategic directions of the education system development offered by scientific pedagogy or emanating from the practice of education. All of them, striving for the fundamental, global goal - to preserve and improve the level of society development through the reproduction and accumulation of human capital, go to its achievement following their own trajectories, solving certain particular tasks. This leads sometimes to intermediate results lacking coordination, slowing down the process of achieving the main goal of education. In this regard, it becomes urgent to find an answer to the question of perspective educational strategies coordination from both theoretical and practical points of view. A strategy is needed that would be able to either absorb all existing ones or be present in each of them, introducing a balance with other educational strategies in a certain way. The aim of the article is to describe possible types of pedagogical models and conceptual approaches to their construction for such a strategy – the promotion of self-expression culture development for subjects of education. To achieve this goal, we relied on a theoretical analysis of information on the promising educational strategies, which appeared in Russia and all over the world, about self-expression, the culture of self-expression and its development. As a result, it was concluded that promising education strategies can be divided into particular and general ones. The first group of strategies is focused on specific action plans leading to education goal achievement. The second group determines the long-term directions of education development. We have identified four main subgroups within this group: educational management strategies, human capital formation, lifelong education, and professional training. Analysis of each of these subgroups strategies made it possible to note the opportunities for the promotion of self-expression culture development among subjects of education. This resulted in the idea of constructing a model for self-expression culture development. For this purpose, the possibilities of dynamic, factor, typological, content, structural, functional pedagogical models were considered and a conclusion was made about the importance of their construction, taking into account the provisions of one or more of the following conceptual approaches: humanistic, anthropological, personality-oriented, creative, axiological, culturological, technological, task, synergetic. Theoretical generalization and systematization of their essence showed the advisability of constructing a factor-dynamic model of self-expression culture development on the basis of axiological, culturological and system-activity conceptual approaches. The theoretical significance of our research is in identifying the types of personal self-expression culture development models most suitable for working out and their presentation, and in identifying conceptual approaches for their development. The introduction of a strategy for promotion of self-expression culture development into educational practice can lead to the harmonization of currently existing but still fragmented strategies.

The relevance of the research is determined by the possibilities of personification and unification, optimization and modification the quality of solving the problems of education and professional training of physical culture teachers in the structure of actualization and application of sports tourism principles in the development of the productivity and creativity of the learner and teacher personality, in the personification of socialization and self-realization model in the system of optimal abilities distribution. The quality of solving the problems of studying sports tourism principles by future teachers of physical culture is determined by the quality of the developed and refined program and pedagogical support of the course "Principles of Tourism", the training module "Training Practice in Tourism", as well as by the timeliness of determining and solving the problems of optimizing pedagogical conditions for improving the quality of studying sports tourism principles by future teachers of physical culture. The aim of the work is to visualize the pedagogical conditions for improving the quality of studying the sports tourism principles by future physical culture teachers. Cultural, adaptive-humanistic, productive-acme-pedagogical, polysystemic approaches are defined in the structure of the system choice of the methodological basis for the research. The proposed constructs of pedagogical technologies and models for improving the quality of studying sports tourism principles by future physical training teachers clarify the possibilities of modern education, using the resources of which the personality of students and teacher pass through different levels-steps of reproductive-productive formation. The multidimensionality of the search for continuous education opportunities in solving problems of improving the quality of studying sports tourism principles by physical training teachers determines the specifics of pedagogical modeling use in detailing the possibilities for productive development of the personality, reveals the unity of theory and practice of teacher’s professional development, the practice oriented training of the individual in the structure of solving the problems of using the principles of sports tourism in the socialization of the individual, in the preparation of the individual for solving the task of self-actualization, self-realization and self-affirmation through sports tourism as the chosen kind of sport and the preferred direction of socialization. The principles of sport tourism make it possible to identify and clarify the possibilities of reproductive and productive formation of personality in the model of modern education and professional-labor relations.

One of the most relevant problems in such multinational country with variety of totally different cultures as Russia, is the problem of tolerant attitude education. Preschool education and upbringing as early stage in moral development of a child should play a special role in solving the problem of tolerance establishing. Unfortunately, modern pedagogical science doesn't pay sufficient attention to the problem of educating tolerant attitudes in children of older pre-school age to people of different nationalities. In our opinion, pedagogical conditions for this activity realization were not properly developed. It is necessary to work out theoretical principles and scientific-methodological support for educating tolerant attitudes to people of different nationalities among children of older pre-school age due to the following contradictions: at social-pedagogical level — between the needs of modern society in personality, who is capable of building relationships with people of other nationalities on tolerance basis, and insufficient elaboration of theoretically proved mechanisms and approaches to educating tolerant attitudes to people of different nationalities among children of older pre-school age; at scientific theoretical level — between modern developmental level of scientific ideas about tolerance and insufficient elaboration of modern scientific justification and technologies of educating tolerant attitudes to people of different nationalities among children of older pre-school age; at scientific methodological level — between formal admission of necessity to develop education of tolerant attitudes to people of different nationalities among children of older pre-school age and the weak elaboration of scientific methodological support of this pedagogical process. All this stipulated the purpose of the study: theoretical justification and experimental verification of effectiveness of pedagogical conditions for educating tolerant attitudes to people of different nationalities among 6–7 years old children in the preschool education system. The article represents the model for educating tolerant attitudes to people of different nationalities among children of older pre-school age in the preschool education system. Within our research framework, we consider pedagogical conditions as functional elements of this pedagogical model, providing achievement of a specific pedagogical goal.

The changes in socio-economic environment are associated to a large extent in modern Russian reality with the development of inclusive education for people with disabilities of various nosology groups. Inclusive education is considered as a way of integration into the society, and in a broader sense as a way to create new legal, social, economic relations characterized by overcoming the isolation of people with health limitations from socio-economic processes, increasing their social status and personal satisfaction. Accordingly, the search for ways to overcome all kinds of barriers arising in the actual practice of integrating people with health limitations in the university community confirms the relevance of the research. The main goal is to identify and give classification of the difficulties, which the students with health limitations face in adapting to studying at the university, and also in integration to the university community. The process of teaching students with health limitations and analyzing their problems of social and psychological-pedagogical nature determined the need to solve the problem of creating special conditions at the university aimed at solving problems of social, personal and professional self-determination of students with health limitations, preserving and building up their psychophysical health, development of social activity. Institutional, environment, resource and inclusive-integrative approaches served as the methodological basis of the research, as well as general scientific methods and principles of scientific knowledge: methods of analysis and synthesis, comparison and generalization. Thus, on the basis of the study of inclusive processes in professional education of people with health limitations, the authors defined the prospects and developed a model of an inclusive university community. The results of the research are of scientific and practical importance, they may be used in further psychological, pedagogical, philosophical, sociological, economic researches of inclusive professional education phenomenon, and can be used for practical development of methods to manage inclusive processes in professional education by executive bodies, regional target programs of innovative development.

The lack of agreement between labor market and the market of educational services, shortage of qualified personnel, the lack of effective partnerships between the system of higher and vocational education, the lack of working professions’ prestige – all this actualized the study of higher and vocational education integration problem, providing effective training of qualified personnel in demand in the modern labor market. In this regard, the purpose of this study is to reveal the integrative relations of higher and vocational education organizations at content and methodological levels. The leading approach to the study of this problem is an integrative approach that ensures the integrity and continuity of the content and methodological components of higher and vocational education systems. The article reveals the integrative relations of higher and vocational education institutions on the content level, which suggests the consistency of the educational curricula of vocational college and University in related specialties; consistency of academic disciplines’ content in college and University; consistency of training and methodological support's content and on the methodological level, suggesting consistency of forms and methods of teaching in College and University; the similarity of learning activities and types of knowledge control for students. The relationship of content and methodological components of higher and vocational education systems helps to reduce the duration of training, providing continuity, variability and flexibility of professional curricula; to focus on the practical component of training; to form specialist’s integral characteristics of thinking and activities; to ensure social protection through the acquiring of working professions, qualification of technician and engineer; to provide for students the possibility to choose their own educational and career paths; to reduce the period for students’ professional adaptation and let them stay in the workplace.

The article describes the content of situational anxiety correction program in musical performance of music schools students. The program developed by the author represents a psychological correctional complex of two interrelated units (adjustment and correction). Each of them is focused on the solution of different tasks and has its own system of work methods. That gives the possibility to correct situational anxiety in the performance of music schools students effectively through the development of self-regulation skills, creation of an individual program of situational anxiety self-regulation in the music performance for each training participant. The author proved the effectiveness of the developed program in the course of experimental work.

The factor that determines professional stress among the employees of beauty industry is, first of all, a high communicative load: intensity, duration and cognitive complexity of official communication. At the same time, these employees are not satisfied with the quality of their life usually: they experience social injustice, insecurity, loss of social prestige and status. The main external factors that play a significant role in the development of professional stress include role and organizational ones. Role-related stress factors include: role conflict; role-based uncertainty; dissatisfaction with professional and personal growth (self-actualization); low social status; role behavioral stereotypes that limit creative activity; isolation in a meaningful (reference) group; negative gender role attitudes, infringing rights and freedom of the individual. Organizational stress factors include: excessive level of stress and the amount of work, especially with unrealistic time limits; monotony of the work; large personal resources investment in work and the lack of recognition and positive evaluation; physical exhaustion, lack of rest or lack of normal sleep; work without further professional development; tension and conflicts in interpersonal relations; insufficient support from colleagues; emotional saturation or cognitive complexity of communication, etc.

The article deals with issues related to the problems of exercising the right to apply to the court for compensation for violation of the right to legal proceedings within a reasonable term. The RF Code of administrative procedure (RF CAP) requires modernization in this part. The object of consideration in this article were the ECHR judgments rendered against Russia, the RF CAP, and the Resolutions of the RF Supreme Court Plenum. A comparative legal analysis of the current legislation and decisions of the ECHR has shown that some contradictions remain at present. It seems that in order to improve legislation, it is necessary to establish legal certainty of the term "reasonable time", to simplify the calculation of the terms for filing action, and to change the trend of judicial practice in determining the amount of compensation.
